Energy –   The central government has taken a significant step to ease access to cooking fuel for migrant workers by increasing the availability of smaller LPG cylinders across states. The Ministry of Petroleum and Natural Gas has announced that the daily allocation of 5 kg Free Trade LPG cylinders for migrant labourers will now be doubled, offering relief to a large segment of the population that often struggles with basic household needs.

Increased Allocation Based on Recent Demand

According to official communication sent to Chief Secretaries of all states and Union Territories, the revised allocation is based on the average number of cylinders distributed to migrant workers during early March. This increase goes beyond the earlier cap that limited supply to 20 percent, reflecting the government’s attempt to respond to rising demand in a more flexible manner.

The ministry clarified that the cylinders will be made available to state governments or their respective Food and Civil Supplies departments. These authorities will oversee distribution, ensuring that the cylinders reach migrant workers directly, with operational support provided by oil marketing companies.

Simplified Purchase Process for Beneficiaries

In a move aimed at removing procedural barriers, the government has also allowed the purchase of these 5 kg cylinders without requiring proof of address. Individuals can now obtain a cylinder from authorised distributors by presenting a valid identity card.

This change is expected to benefit migrant labourers, students, and daily wage earners who often lack permanent residential documentation. By easing access requirements, authorities hope to ensure that essential cooking fuel is within reach for those who need it most.

Positive Response from Industry Representatives

Industry stakeholders have welcomed the decision, calling it a practical and timely measure. Representatives from LPG distributor associations have described the initiative as a supportive step for vulnerable groups who are unable to secure regular domestic LPG connections.

They noted that many migrant workers and temporary residents face challenges in accessing cooking fuel due to documentation issues. With the revised policy, such individuals can now approach nearby distributors, submit a valid ID along with a self-declaration stating their place of stay, and obtain a cylinder for domestic use.

Clear Guidelines on Usage

Authorities have emphasised that the scheme is strictly intended for household cooking purposes. Commercial use of these cylinders is not permitted, ensuring that the supply remains focused on individuals and families who rely on it for daily meals.

The self-declaration requirement also serves as a safeguard, confirming that the cylinders will be used appropriately. This approach balances accessibility with accountability.

Strong Demand Reflects Urgent Need

The response to the initiative has been notable. Government data indicates that more than 90,000 units of the 5 kg cylinders were sold in a single day. Since late March, total sales have crossed 6.6 lakh units nationwide, highlighting both the demand and the effectiveness of the policy change.

Officials believe that the increased allocation will further stabilise supply and help meet growing needs, particularly in urban and semi-urban areas where migrant populations are concentrated.
