Electoral Rolls – Delhi Distributes Over 21 Lakh Forms in SIR Drive
Electoral Rolls – More than 21 lakh enumeration forms have been delivered to voters across Delhi during the opening days of the Special Intensive Revision (SIR) exercise, according to data released by the office of the Delhi Chief Electoral Officer. Officials said over 63,000 completed forms had also been digitised by Thursday as the month-long field survey continued across the capital.

Survey underway until July 29
The third phase of the SIR programme began on June 30 and is scheduled to remain in operation until July 29. The exercise is aimed at updating and verifying entries in Delhi’s electoral rolls through a door-to-door outreach programme led by booth level officers.
Official figures show that 21,02,079 enumeration forms were distributed during the first three days of the campaign. This accounts for 14.49 per cent of the city’s total electorate of 1,45,10,298 registered voters.
The Chief Electoral Officer’s office said 63,620 filled forms had been digitised by Thursday, marking the initial stage of data collection and processing under the revision drive.
Booth level officers visiting voters
Booth level officers, commonly known as BLOs, are visiting households to hand over the required forms to electors. Each voter is being given two copies of the enumeration form, which is designed to collect details in line with the previous Special Intensive Revision conducted in 2002.
Voters are expected to fill in the requested information and return one copy to the BLO during the collection process. The second copy will remain with the voter as proof that the form has been received and submitted.
Election officials have clarified that voters do not need to attach any supporting documents with the enumeration form at this stage. The form collection process is intended to make participation easier while allowing officials to compile updated voter information.
Focus on accurate electoral records
The Special Intensive Revision is part of the Election Commission’s effort to maintain accurate electoral rolls and ensure that eligible voters are properly represented. Field-level verification is considered an important part of the process, particularly in a large and densely populated city such as Delhi.
The door-to-door approach is also expected to help election authorities identify changes in voter details, including shifts in residence or other updates that may affect electoral records. The collected information will be processed as the survey progresses through the remaining weeks of the campaign.
Officials have urged voters to cooperate with booth level officers and ensure that the details entered in the forms are correct. Residents who receive the forms are advised to retain their acknowledgement copy after submitting the completed version to the visiting officer.
Distribution to continue across the capital
With the survey continuing until July 29, form distribution and digitisation are expected to increase in the coming weeks. Election authorities will continue deploying BLOs across polling areas to reach registered electors who have not yet received the forms.
The progress reported so far reflects the first phase of field activity under the current revision exercise. Further updates on the number of forms collected and digitised are likely as officials expand coverage across Delhi’s assembly constituencies.
