ElectionSecurity – The Election Commission has initiated a detailed review of how state security personnel are being used in West Bengal as the state prepares for crucial assembly elections later this month.

The office of the Chief Electoral Officer (CEO) has formally asked the state government to submit a comprehensive report on security personnel assigned to private individuals, particularly political leaders and party workers. The request comes amid concerns that a significant portion of the police force is currently tied up in providing personal security, potentially affecting election preparedness.

Focus on Excess Security Deployment

According to official communication sent on Thursday, the CEO’s office has directed the Chief Secretary to provide data on the number of police personnel deployed beyond sanctioned limits. Authorities are especially interested in identifying cases where individuals are receiving more protection than required under existing guidelines.

The report is expected to clarify whether excess personnel can be reassigned to election duties, as the state faces increasing demand for security arrangements at polling stations. Officials have been given a strict deadline to submit the findings by the evening of April 17.

Pressure Ahead of Polling Phases

The timing of this review is significant, as the first phase of voting is scheduled to take place on April 23 across a large number of constituencies. The second phase will follow shortly on April 29. With such a wide-scale electoral exercise, ensuring adequate security at polling booths remains a top priority.

Sources indicate that thousands of state police personnel are currently engaged in providing security cover to hundreds of individuals, many of whom are affiliated with political parties. This has raised concerns about resource allocation at a time when manpower is critically needed for election-related duties.

Verification of Security Categories

The CEO’s office has also instructed the Director of Security to ensure that all individuals receiving protection under categories such as Y, Z, and Z+ are being provided security strictly as per official norms. Any additional personnel deployed beyond approved levels must be withdrawn without delay.

Officials noted that in several cases, individuals have continued to receive expanded security cover for extended periods without periodic reassessment. The current review aims to correct such discrepancies and ensure transparency.

District-Level Accountability Measures

At the district level, Superintendents of Police have been directed to grant security cover only in cases where there is a clear and immediate threat to an individual’s life. Any such decisions must be properly documented and communicated to the CEO’s office for oversight.

This move is intended to prevent arbitrary or unnecessary allocation of police personnel and to ensure that security resources are used judiciously during the election period.

Coordination Meetings and Review Mechanisms

Earlier this month, senior officials, including top administrative and police authorities, participated in a high-level virtual meeting to assess election preparedness. The discussion focused on security deployment, coordination between agencies, and measures to maintain law and order.

Reports from various districts suggest that central forces have already been deployed for area monitoring and confidence-building activities. Authorities have described the overall situation as stable, although continuous vigilance is being maintained.

Action Against Criminal Cases and Risk Factors

In parallel, the Election Commission has reiterated its directive to withdraw state-provided security from individuals facing serious criminal charges. This includes those currently out on bail or parole, irrespective of their political affiliation.

District officials have also been instructed to expedite pending election-related criminal cases and intensify efforts to track down absconding accused. Local police units are identifying sensitive areas and monitoring individuals with a history of election-related offences to prevent potential disturbances.

Questions Over Existing Security Allocations

The Commission has also sought clarification from senior police leadership regarding the large number of political figures receiving state security cover. This includes queries about the criteria used for granting such protection and whether periodic reviews have been conducted.

The ongoing assessment is expected to play a key role in ensuring that security arrangements remain fair, efficient, and aligned with election requirements.
