The decision has been taken as a precautionary step after recent demonstrations linked to the Cockroach Janata Party (CJP) movement and ongoing protests over the NEET paper leak issue. Officials said the measures are intended to maintain public order and prevent any disruption to normal life.
Restrictions Introduced to Prevent Law and Order Issues
According to the police notification, the administration reviewed intelligence inputs suggesting the possibility of public disturbances and situations that could threaten peace and safety. Authorities also expressed concern about potential damage to public and private property if large gatherings continue during the coming days. Based on these assessments, prohibitory orders have been enforced throughout Mumbai to reduce the risk of any untoward incidents.
Police Increase Vigilance Across Sensitive Areas
Security arrangements have been strengthened across several parts of the city, particularly at locations identified as sensitive. Additional police personnel have been deployed to monitor public movement and respond quickly to any attempt to organise demonstrations without permission. Officials stated that continuous surveillance will remain in place until the restrictions are withdrawn.
The latest action follows multiple cases registered by Mumbai Police against nearly 900 individuals who allegedly participated in protest events organised in support of the Cockroach Janata Party’s campaign related to the NEET examination controversy. A total of eight First Information Reports (FIRs) were filed in connection with those demonstrations.
Legal Provisions Behind the Orders
The prohibitory orders have been issued under Section 37 of the Maharashtra Police Act, 1951. This provision authorises police authorities to prohibit specific activities whenever such action is considered necessary to preserve public peace and prevent disorder.
Under the notification, gatherings involving five or more people without lawful permission are restricted during the enforcement period. Authorities have also prohibited the carrying of weapons, explosives, or similar items that could pose a security risk.
Activities Covered Under the Prohibitory Order
The police order places restrictions on several forms of public activity. These include processions displaying effigies or bodies, raising slogans, delivering speeches, singing songs, or playing music in public if such activities violate the conditions of the order. The notification further bars the display or circulation of placards, banners, symbols, pictures, or similar material that authorities believe could affect public decency, threaten state security, or disturb communal harmony.
Officials clarified that these restrictions are preventive in nature and have been introduced to avoid situations that could escalate into violence or public disorder.
Warning Against Unauthorised Demonstrations
Mumbai Police has cautioned that any protest or public gathering conducted without prior approval may invite legal action. Those found violating the prohibitory orders could face cases under Section 223 of the Bharatiya Nyaya Sanhita (BNS) or Section 135 of the Maharashtra Police Act for disobeying a lawful order. Depending on the circumstances, Sections 189 and 190 of the BNS relating to unlawful assembly may also be invoked.
Background to the Decision
The latest restrictions come after large-scale demonstrations held on July 20, when thousands of supporters of the Cockroach Janata Party, along with students, marched from Jantar Mantar towards Parliament. The protesters demanded the resignation of Union Education Minister Dharmendra Pradhan over repeated concerns regarding examination irregularities, including the NEET-UG paper leak. Following those developments and related solidarity protests in different cities, Mumbai Police decided to implement preventive measures aimed at ensuring peace and avoiding any further law-and-order challenges during the coming weeks.
