Education Reform – Punjab Moves to Rein in Private School Fee Increases
Education Reform – Punjab has taken a significant step toward regulating private school fees, with the state government announcing measures aimed at protecting families from excessive education costs. The decision has received strong support from Aam Aadmi Party (AAP) National Convenor Arvind Kejriwal, who described it as a landmark move that could serve as an example for other states across India.
The new policy, announced by Chief Minister Bhagwant Singh Mann, seeks to place limits on annual fee increases charged by private educational institutions. According to the proposal, schools will not be permitted to raise overall fees by more than five percent in a year. The restriction is expected to cover all categories of charges, including tuition, library, development, and other related fees.
Government Announces Fee Cap for Private Schools
Speaking about the decision, Kejriwal said Punjab has become the first state in the country to take firm action against what he termed unchecked fee escalation by some private schools. He noted that many parents have struggled with rising education expenses over the years, making government intervention necessary.
The proposed legislation is expected to establish a clear framework governing fee revisions. Once enacted, private schools will be required to adhere to the annual five percent limit, ensuring greater predictability and transparency for parents.
Refund Provision Seen as Major Relief for Families
One of the most notable features of the proposed law is the provision requiring schools to return excess amounts collected through fee hikes that exceed the prescribed limit during the previous three years.
Kejriwal explained that if an institution raised fees substantially beyond the permissible threshold, it would be obligated to reimburse the difference to parents. This provision is being viewed as a major relief measure for families that have faced financial pressure due to steep increases in educational expenses.
He described the refund mechanism as a rare and significant step in the education sector, saying such actions are uncommon in India and demonstrate the government’s commitment to accountability.
Similar Measures Previously Implemented in Delhi
The AAP leader pointed out that the party had taken comparable action while governing Delhi. According to him, authorities there had intervened in cases where schools imposed unjustified fee increases, resulting in relief for affected parents.
He said Punjab is now adopting a similar approach, with the aim of ensuring that private educational institutions operate within fair and reasonable limits while maintaining educational standards.
Focus on Strengthening Education System
Kejriwal emphasized that the Punjab Government’s efforts are not limited to regulating private schools. He stated that substantial work is also being carried out to improve government-run educational institutions across the state.
According to him, every parent aspires to provide quality education for their children, regardless of whether they attend government or private schools. He said the administration is committed to creating better learning opportunities while also safeguarding families from excessive financial burdens.
The AAP leader further claimed that Punjab has made significant progress in the education sector in recent years, highlighting improvements in public schooling and academic infrastructure.
Call for Nationwide Action
Kejriwal argued that concerns related to arbitrary fee increases are not limited to Punjab and affect parents in many parts of the country. While acknowledging that numerous private schools provide quality education and operate responsibly, he said there are cases where institutions impose steep fee revisions that place unnecessary strain on household budgets.
He suggested that other states should consider adopting similar regulatory measures to ensure fairness and transparency in the education sector. According to him, a balanced system that protects both educational standards and the interests of parents is essential for long-term improvement in schooling across India.
