Education Reform – JNUTA Raises Questions Over Delays in Faculty Promotions
Education Reform – The Jawaharlal Nehru University Teachers’ Association has raised fresh concerns regarding delays and alleged irregularities in faculty promotions conducted under the Career Advancement Scheme (CAS) at Jawaharlal Nehru University. In a formal communication addressed to the university’s Internal Quality Assurance Cell (IQAC), the teachers’ body claimed that several unresolved issues linked to promotion procedures continue to affect faculty members.

Concerns Over Pending Issues
According to the association, matters highlighted nearly a year ago have still not been addressed by the administration. The letter, sent to IQAC Director Professor PR Kumaraswamy, questioned the manner in which recent promotion applications have been processed. JNUTA stated that the handling of these applications reflects inconsistencies and has created uncertainty among teaching staff regarding transparency and regulatory compliance.
The association maintained that a clear and uniform process is essential for maintaining trust within the academic community. It argued that any deviation from established norms could impact both faculty morale and institutional credibility.
Questions Raised on APAR Requirement
One of the major concerns outlined in the letter relates to the requirement of Annual Performance Appraisal Reports (APARs) for candidates applying under the UGC 2010 regulations. JNUTA pointed out that APAR-related provisions were formally introduced only under the 2018 regulations and questioned why they are now being sought for earlier promotion cases.
The teachers’ body also objected to requests for APAR documents extending beyond the officially prescribed assessment period. According to the association, such demands may not align with the applicable regulatory framework and require further clarification from the authorities concerned.
Demand for Greater Transparency
JNUTA additionally sought explanations regarding delays in conducting CAS interviews. The association asked the IQAC to clarify the timeline followed for processing applications and scheduling interviews, stating that prolonged delays have caused uncertainty among eligible faculty members awaiting promotions.
The association further requested details regarding the evaluation methods used during the promotion process. It questioned how assessment criteria are being applied and whether the decision-making procedures are being implemented consistently across different cases.
Call for Regulatory Compliance
The teachers’ association emphasized that promotion procedures should strictly follow the guidelines laid down by the University Grants Commission (UGC). It urged the university administration to ensure that all processes remain transparent, time-bound and in accordance with established regulations.
JNUTA also stressed the importance of institutional accountability, particularly in matters directly affecting academic careers. The association said faculty members should receive clear communication regarding documentation requirements, interview schedules and evaluation standards to avoid confusion and administrative disputes.
The university administration has not yet publicly responded to the concerns raised in the latest communication. However, the issue is expected to draw attention within academic circles as discussions over faculty recruitment, promotion standards and governance practices continue across higher education institutions in India.
