Cybersecurity – The Union government has initiated a major push to strengthen India’s cyber crime response network, with Union Home Minister Amit Shah directing officials to modernise the National Cyber Crime Helpline 1930 through the use of artificial intelligence and other advanced technologies. The decision was taken during a high-level review meeting held in New Delhi on Wednesday, where the focus remained on improving support systems for citizens facing online fraud and cyber-related offences.

Focus on Faster and More Efficient Complaint Handling

During the meeting, Shah described the 1930 helpline as a vital public service that allows people across the country to report cyber crimes quickly and conveniently. He stressed that every complaint received through the platform should be addressed without delay and that no case should remain unresolved due to administrative lapses.

The home minister instructed officials to improve the helpline’s operational efficiency by introducing modern technology capable of speeding up complaint registration and management processes. He said integrating AI tools could help streamline call handling, ensure better routing of complaints and reduce response times for affected citizens.

Technology Upgrades Planned Across States and UTs

Shah reiterated the Centre’s commitment to building a technology-led cyber security ecosystem that remains accessible and responsive to the public. He directed that call centres operating under the 1930 framework across states and Union Territories should be strengthened through both technological improvements and operational reforms.

According to officials, the Ministry of Home Affairs will assist in upgrading the technological infrastructure and hardware required for the helpline system. Meanwhile, state governments and Union Territory administrations will be expected to ensure that call centres have adequate personnel to manage growing complaint volumes efficiently.

Interactive Systems to Improve Citizen Experience

As part of the proposed modernisation, the home minister advised officials to deploy interactive software-based solutions, particularly advanced voice response systems. Such tools are expected to simplify the process for complainants by automatically directing calls to the appropriate authorities instead of requiring citizens to identify the correct department on their own.

He also ordered the establishment of a national-level call centre within the 1930 network. This facility will act as a support mechanism for complaints that remain unanswered or unresolved at the state level, ensuring that citizens receive assistance regardless of where they are located.

Review of Cyber Financial Fraud Monitoring System

The meeting also included an assessment of the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS), a key initiative designed to combat financial fraud carried out through digital channels. The platform enables authorities and financial institutions to quickly block suspicious transactions, improving the chances of recovering money lost to cyber criminals.

Shah noted that the Ministry of Home Affairs had introduced a standard operating procedure earlier this year to accelerate the handling of cyber financial fraud cases. The framework brings together banks, financial institutions, law enforcement agencies and other stakeholders to facilitate faster restoration of blocked funds to victims.

Greater Accountability and Faster Fund Restoration

The home minister directed officials to regularly review the performance of the Money Restoration Module and the Grievance Redressal Module operating under the CFCFRMS framework. He urged state governments to closely monitor their implementation so that complaints can be resolved more quickly and efficiently.

Shah also called for immediate action in cases where bank accounts have been frozen without sufficient justification. He emphasised the importance of fixing responsibility in such situations to prevent inconvenience to citizens.

Officials informed the meeting that nearly one lakh individuals have already benefited from the money restoration and grievance redressal mechanisms. They further stated that around 94 lakh bank accounts linked to potential fund recovery cases have been uploaded to the system, significantly expanding the scope of assistance available to victims of cyber fraud.
