Environment Ministry staffing changes draw Congress criticism over forests and climate policy –

The Congress on Wednesday criticised the Union Environment Ministry after four members of Environment Minister Bhupendra Yadav’s personal staff were removed over two days. The party described the developments as a sign of administrative failure in a ministry responsible for environmental protection, forest conservation and climate-related policy.

Jairam Ramesh Questions Ministry Functioning

Former environment minister and Congress leader Jairam Ramesh said the recent removals raised serious questions about the functioning of the ministry. In a post on X, he alleged that the department had not done enough in recent years to protect forests, address environmental damage or respond effectively to the consequences of climate change.

Ramesh said appointments to the personal staff of Union ministers are generally examined by the Prime Minister’s Office during the present government. He noted that four close aides of the environment minister were removed in two separate rounds on successive days, including one person whom he described as a particularly close confidant of the minister.

According to the Congress leader, the sequence of decisions indicated a wider governance problem within the ministry. He argued that the department had failed to carry out its core responsibilities at a time when environmental concerns were becoming more pressing across the country.

Concerns Raised Over Forests and Biodiversity

Ramesh also referred to what he called continuing ecological damage in several environmentally sensitive regions. He mentioned Great Nicobar, forested parts of central and eastern India, the Aravalli Range and other areas known for their biodiversity.

The Congress leader said these regions required stronger protection and more consistent environmental oversight. He alleged that the government’s approach had allowed destruction of natural ecosystems to continue without sufficient intervention.

His remarks renewed the party’s broader criticism of the Centre’s environmental record, particularly on issues related to forest clearance, wildlife habitats and development activity in ecologically vulnerable areas.

Air Pollution and Climate Issues Highlighted

The former minister also raised concerns about air pollution, saying it continued to have a major impact on public health. He claimed that pollution standards requiring revision and strict enforcement had not received adequate attention.

Ramesh said environmental policy should focus on practical action rather than public statements. Referring to the ministry in a critical remark, he said it had become more focused on “pravachan”, or sermons, than on fulfilling its environmental mandate.

The Union Environment Ministry has not publicly responded to the Congress leader’s allegations in the statement cited by the party.

Orders Issued on Administrative Grounds

Separate official orders issued on July 3 showed that the ministry had removed the private secretary to Bhupendra Yadav along with two additional private secretaries. The orders were issued at the same time.

The private secretary was removed on administrative grounds. One additional private secretary had the appointment terminated, while another was sent back to the parent cadre before the completion of the tenure.

The official orders did not provide detailed reasons for the personnel changes beyond the administrative references mentioned in the documents. The removal of another aide over the following day added to the political attention surrounding the matter.

Political Debate Expected to Continue

The staffing changes have now become part of the continuing political debate over the government’s environmental policies. The Congress has sought to link the episode with wider concerns over forest protection, biodiversity conservation, air quality and climate action.

The government has repeatedly maintained that environmental decisions are taken in line with legal procedures and development requirements. However, the latest criticism from the opposition is likely to keep the Environment Ministry under scrutiny in the coming days.
