Chargesheet – Delhi Police Files Detailed Case Record in East of Kailash Murder Investigation
Chargesheet – Delhi Police has submitted a comprehensive charge sheet in the alleged rape and murder of a 22-year-old UPSC aspirant, presenting extensive forensic findings, witness testimonies and technical evidence to support the prosecution’s case. The matter is scheduled to come up for hearing on Saturday.

Extensive Charge Sheet Submitted Before Court
Delhi Police has filed a 973-page charge sheet in connection with the alleged rape and murder of the daughter of a senior Indian Revenue Service (IRS) officer in East of Kailash. Investigators have relied on scientific evidence, forensic reports and statements from 82 witnesses while presenting the case before the court. The hearing is listed for Saturday, marking the next stage in the judicial proceedings.
CCTV Footage Played a Key Role in Investigation
According to investigators, footage collected from more than 100 CCTV cameras was examined to establish the movements of the accused before and after the incident. Police identified the accused, Rahul Kumar Meena, through the surveillance footage and arrested him on the day of the crime. Officials said the technical evidence helped investigators reconstruct his route and trace his activities surrounding the incident.
Crime Took Place Inside Victim’s Residence
The incident occurred on April 22, when the 22-year-old victim, who was preparing for the Union Public Service Commission (UPSC) examination, was allegedly sexually assaulted and murdered inside her residence. Police have also alleged that valuables were stolen from the house before the accused fled the scene.
Investigators stated that the sequence of events was established through a combination of technical surveillance, forensic analysis and field investigation carried out over several weeks.
Multi-State Investigation Conducted to Verify Evidence
Police teams travelled to Rajasthan, Haryana, Uttar Pradesh and multiple locations across Delhi to collect evidence, verify information and reconstruct the timeline of the alleged offence. During the investigation, officers questioned numerous individuals who could have had relevant information.
Those examined included neighbours, security personnel, domestic workers, labourers, drivers, sanitation workers, auto-rickshaw operators, cab drivers and other people present in the surrounding area at the time of the incident. Officials said this wide-ranging exercise helped corroborate multiple aspects of the investigation.
Forensic Examination Strengthened the Case
Investigators said all valuables allegedly stolen from the residence were recovered from the accused and formally seized as part of the investigation. The crime scene was later recreated at the instance of the accused in the presence of experts from the Central Forensic Science Laboratory (CFSL).
Officials also carried out sequential photography and videography during the reconstruction process to document the alleged route of entry, movement inside the house and exit. These recordings were examined alongside CCTV footage to compare the sequence of events and verify investigative findings.
Scientific Tests and Witness Statements Included
Police said experts from CFSL conducted a Behavioural Analysis Interview as well as a Layered Voice Analysis (LVA) of the accused during the investigation. In addition, forensic experts reportedly matched fingerprints and palm impressions recovered from the crime scene with those of the accused, providing further scientific support to the prosecution’s case.
Investigators also recorded statements under Section 183 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). According to police, the prosecution has listed 82 witnesses whose testimonies are expected to form an important part of the trial as the case proceeds before the court.
