Census2027 – Jammu and Kashmir Issues Strict Warning Over Census Duty Negligence

Census2027 –   The Jammu and Kashmir administration has cautioned government employees involved in Census 2027 activities that any failure to perform assigned responsibilities could lead to legal action, including imprisonment. Officials stated that the House Listing phase of the nationwide census exercise commenced across the Union Territory on June 1 and is scheduled to continue until June 30.

Administration Highlights Legal Obligations for Census Staff

According to an official directive, personnel appointed as Enumerators and Supervisors are required to complete their duties within the timelines prescribed by law. Authorities emphasized that census-related assignments carry statutory significance and cannot be ignored or delayed without valid justification.

The circular further noted that provisions under the Census Act, 1948, empower authorities to initiate action against officials found guilty of negligence, refusal to work, or dereliction of duty. Violations may result in imprisonment of up to three years along with a monetary penalty of up to Rs 1,000. The government has urged all designated staff members to ensure smooth and timely execution of the ongoing census operations.

In a separate development, an environmentally focused garden has been created at Polo Ground Park in Srinagar through the innovative use of discarded materials. The project has been undertaken by the Floriculture Department with the objective of converting unused items into visually appealing installations while promoting sustainable practices.

Officials said the initiative was designed to breathe new life into old materials that had accumulated over time in government offices and departmental gardens. Instead of being discarded, these items have been creatively transformed into decorative structures, artistic displays, and planters.

Sustainable Design Becomes Major Attraction

Director Floriculture Kashmir, Mathoora Masoom, said the concept was developed to demonstrate how waste materials can be repurposed effectively while enhancing public spaces. The themed garden now features several unique attractions created entirely from recycled resources.

Visitors to the park can observe a variety of innovative designs that combine environmental awareness with landscape beautification. The department believes the project can serve as an example of sustainable urban gardening and encourage similar initiatives in other public parks across the region.

Fertility Rate Records Recovery After Years of Decline

Meanwhile, fresh demographic data has revealed a significant improvement in Jammu and Kashmir’s fertility rate after a prolonged downward trend. Findings from the National Family Health Survey (NFHS-6) for 2023-24 indicate that the Total Fertility Rate (TFR) has increased to 1.8 children per woman.

The latest figure represents a noticeable rise compared to the TFR of 1.4 recorded in NFHS-5 conducted during 2019-21. The increase of 0.4 children per woman marks a shift from the declining pattern observed over recent years.

Survey Data Signals Demographic Change

Government records show that the fertility rate stood at 1.6 children per woman during NFHS-4 in 2015-16 before dropping to 1.4 in the subsequent survey period. The latest improvement suggests a reversal of that trend and reflects changing demographic dynamics within the Union Territory.

Experts and policymakers are expected to closely monitor these developments as fertility levels play an important role in long-term population planning, resource allocation, and social welfare strategies. The findings have also been highlighted in the Jammu and Kashmir Economic Survey 2024-25, which tracks key demographic and economic indicators across the region.
