BJP Absence – The Speaker questioned the absence of BJP legislators during Question Hour as the Monsoon Session continued on Monday.
Jharkhand Assembly Speaker Rabindra Nath Mahato on Monday raised concerns over the absence of several BJP legislators from the House, particularly after their names were called during Question Hour. He said that submitting questions for discussion and then failing to remain present during proceedings was not in keeping with parliamentary practice.
The issue surfaced on the third day of the Monsoon Session, which began at 11 am. During Question Hour, Mahato called out BJP MLAs Nagendra Mahto, Chandreswar Prasad Singh and Raj Sinha to respond to their listed questions.
Speaker Raises Concern Over Attendance
When none of the three legislators responded, the Speaker drew attention to their absence. Mahato said legislators who raise questions in the Assembly are expected to be present when those matters come up for discussion.
He described the practice of putting forward questions without attending the proceedings as inconsistent with the conventions followed in a parliamentary system. His remarks came as the House was dealing with questions submitted by members during the ongoing session.
The absence was linked to a protest being held by BJP legislators outside Chief Minister Hemant Soren’s residence over alleged irregularities in a recruitment examination.
BJP MLA Explains Why He Missed Question Hour
Ranchi MLA Chandreswar Prasad Singh later explained that he and other BJP leaders were unable to reach the Assembly because they had been detained by police during the protest.
Singh said he was among the BJP leaders who had gathered outside the Chief Minister’s residence to protest what they alleged were irregularities in the recruitment examination. According to him, the police detained the protesters at around 10.30 am.
He said the detained leaders were subsequently taken to a guest house in Khelgaon, located in the Hotwar area of Ranchi. Given those circumstances, Singh questioned how the legislators could have attended the Assembly proceedings at the scheduled time.
Protest Leads to Detention of BJP Leaders
Earlier on Monday, BJP legislators had surrounded the residence of Chief Minister Hemant Soren as part of their protest over the recruitment examination issue. Police subsequently detained the protesting leaders.
Singh also pointed out that he had spent more than three decades in the parliamentary system and said that missing Assembly proceedings was unusual for him. His explanation came after the Speaker publicly questioned the absence of the BJP members during the morning session.
The incident highlighted the difficulty faced by legislators when political protests outside the House coincide with scheduled Assembly business. While the Speaker emphasized the importance of members being present for questions they have submitted, the BJP MLA cited his detention as the reason for being unable to attend.
Monsoon Session Continues
The Jharkhand Assembly’s Monsoon Session started on August 6. The session has been marked by discussions on issues concerning the state, including matters raised by opposition members.
On August 7, the government presented the supplementary budget for the 2026-27 financial year in the Assembly. The latest exchange over attendance came on the third day of the session as legislators continued with scheduled proceedings.
The episode reflects the competing demands of legislative participation and political protest, with the Speaker stressing parliamentary procedure and the BJP maintaining that its members were prevented from reaching the House because of their detention during the demonstration.
