Kennedy Center for the Performing Arts to remove former President Donald Trump’s name from its official title, ruling that the change violated federal law. The court ordered that the name be restored within two weeks, emphasizing that only Congress has the authority to alter the institution’s legally established designation.
Court Finds Renaming Decision Exceeded Authority
In his ruling, Judge Christopher Cooper of the U.S. District Court stated that Congress had specifically designated the Kennedy Center as the nation’s official memorial to the 35th U.S. president, John F. Kennedy. According to the judge, this designation leaves no room for unilateral action by the center’s governing board to adopt a different formal name.
The court concluded that the Board of Trustees acted beyond its legal authority when it approved a name change that incorporated Trump’s name. Judge Cooper noted that the institution’s founding legislation clearly identifies the center as a memorial to Kennedy and does not permit the board to make such a modification independently.
Congress Holds Naming Authority
The decision stressed that the power to change the center’s official title rests solely with Congress. Judge Cooper wrote that lawmakers originally established the name through legislation, meaning any future alteration would require congressional approval rather than a board vote.

Temporary Halt to Planned Closure
In addition to addressing the naming dispute, the judge temporarily blocked plans to suspend the center’s operations for approximately two years. The proposed shutdown had been announced as part of a broader construction and renovation effort.
Judge Cooper found that the board’s decision-making process did not adequately consider all relevant obligations. According to the ruling, the board relied on an incomplete assessment and failed to fully evaluate the impact that a prolonged closure could have on cultural programming and the center’s memorial responsibilities.
Renovation Work Can Continue
While preventing an immediate shutdown, the court clarified that essential repair and modernization projects may still proceed. The judge acknowledged that infrastructure improvements are necessary and stated that the injunction does not prevent the center from carrying out planned capital upgrades.
The ruling also leaves open the possibility that the board could revisit the issue in the future, provided it conducts a more comprehensive review and carefully balances its responsibilities before making another decision regarding closure.
