Afghanistan – UN Security Council Renews Mission and Urges Taliban Policy Changes

Afghanistan – The United Nations Security Council has unanimously approved a new resolution urging Afghanistan’s Taliban-led administration to immediately reconsider policies that restrict the rights of women and girls, while also intensifying efforts against militant organizations operating within the country.

The resolution, adopted on Monday with support from all 15 council members, extends the mandate of the United Nations Assistance Mission in Afghanistan (UNAMA) until June 17, 2027. The move reflects continued international concern over the humanitarian, security, and human rights situation in Afghanistan.

Focus on Human Rights and Inclusion

Speaking after the vote, China’s Ambassador to the United Nations, Fu Cong, whose country sponsored the resolution, expressed hope that Afghan authorities would take stronger steps to safeguard fundamental rights. He emphasized the importance of protecting women’s rights and promoting a more inclusive and responsible image of governance.

Under the renewed mandate, UNAMA will continue supporting humanitarian operations across Afghanistan. The mission is also tasked with encouraging governance structures at both national and local levels that provide equal opportunities regardless of gender, religion, or ethnic background. The resolution highlights the need for meaningful participation of women, minorities, young people, and persons with disabilities in public life.

Concerns Following Recent Arrests in Herat

The Security Council’s action comes amid renewed international scrutiny over recent events in the western Afghan city of Herat. According to UNAMA, at least 30 women were detained earlier this month for allegedly failing to comply with the Taliban’s dress regulations.

The arrests triggered an uncommon public demonstration. Reports from the U.N. mission indicate that Taliban security personnel forcefully dispersed the gathering, resulting in one death and multiple injuries.

Ongoing Restrictions Since Taliban Return to Power

Since regaining control of Afghanistan in 2021 after the withdrawal of U.S.-led international forces, the Taliban have enforced a strict interpretation of Islamic law. These policies have significantly limited opportunities for women and girls, including restrictions on education beyond primary school and limitations on employment in several sectors.

International organizations have repeatedly raised concerns that these measures have reduced women’s participation in public life and affected various minority communities across the country.

International Community Seeks Broader Engagement

The renewed UNAMA mandate also authorizes the mission to facilitate dialogue between Afghanistan’s authorities, neighboring countries, and the wider international community. The goal is to encourage political engagement and promote greater regional stability.

U.S. Deputy Ambassador Jennifer Locetta said meaningful progress in the political process would require action from the Taliban. She stressed the importance of honoring counterterrorism commitments, respecting international responsibilities, ending what she described as hostage diplomacy, and improving the treatment of women and girls.

Security Concerns Along the Pakistan Border

The resolution also addresses regional security issues, particularly concerns raised by Pakistan regarding militant activity. Pakistani officials have repeatedly alleged that armed groups based in Afghanistan are responsible for attacks across the border. Taliban authorities have consistently rejected those accusations.

Tensions between the two neighboring countries have escalated in recent months. Clashes and retaliatory military actions since February have resulted in hundreds of casualties on both sides.

Pakistan’s Ambassador to the United Nations, Asim Ahmad, welcomed the resolution’s recognition of terrorist threats in Afghanistan, stating that such groups continue to pose risks to regional and international security.

Economic Recovery Remains a Key Objective

Beyond political and security matters, the resolution directs UNAMA to support Afghanistan’s economic recovery. The mission will work to facilitate commercial and financial activities and assist efforts aimed at returning assets belonging to Afghanistan’s Central Bank for the benefit of the Afghan population.
