Telecom Spam Control –The Central Government has stepped up enforcement measures to reduce unwanted commercial calls and messages, taking action against thousands of telecom resources while strengthening safeguards for mobile users across the country.

The Central Government on Tuesday announced that strict enforcement measures against Unsolicited Commercial Communications (UCC) led to action against nearly 183,000 telecom resources during the first quarter of the current financial year (Q1 FY27). As part of the crackdown, authorities also blacklisted 263 senders for repeatedly violating telecom regulations related to promotional communications.

Multi-Level Enforcement to Prevent Repeat Violations

According to the Ministry of Communications, the enforcement drive targeted several stages of the communication network to prevent recurring violations. The measures included barring outgoing services, permanently disconnecting offending telecom resources, blacklisting senders across all telecom operators, and blocking SMS headers associated with repeated spam activity. These actions are intended to discourage misuse of telecom networks and improve the overall communication experience for consumers.

Complaint Numbers Remain Low Compared to Call Volume

The ministry stated that India’s telecom network handled approximately 730.82 billion outgoing calls during the first quarter of FY27. Against this massive traffic, around 1.085 million complaints related to unwanted commercial communications were recorded. This translates to nearly 1.5 complaints for every one million calls made across the country’s telecom network, indicating that reported spam incidents remained relatively limited compared to the total call volume.

TRAI DND App Plays a Key Role

The Telecom Regulatory Authority of India (TRAI) Directly Registered Do Not Disturb (DND) App continued to serve as the primary platform for reporting unwanted promotional communications. The ministry said that nearly 89 percent of all UCC complaints received by telecom service providers during the quarter were submitted through the TRAI DND App, highlighting its growing role in consumer grievance reporting.

AI-Based Monitoring Identifies Suspected Spam

Artificial intelligence has become an important part of the government’s anti-spam strategy. During the reporting period, AI-driven systems identified around 24.43 billion calls and SMS messages as suspected spam. These alerts allow consumers to make informed decisions by either ignoring such communications or responding cautiously if necessary.

The ministry also informed that more than 243,000 warning notifications were sent to suspected senders within the first week after the warning notification system became operational. The objective is to discourage non-compliant promotional activity before stronger regulatory action becomes necessary.

Consumers Can Manage Communication Preferences

Mobile subscribers can register or update their Do Not Disturb preferences through the TRAI DND App, their telecom service provider’s mobile application or website, or by calling or sending an SMS to 1909. These options enable users to choose whether they want to receive promotional communications from specific sectors or block them entirely.

However, the ministry noted that over 1.12 billion mobile subscribers have not yet registered any DND preference. As a result, these users remain eligible to receive commercial communications from registered telemarketers and authorized senders. Consumers seeking greater control over promotional messages are encouraged to register their preferences through the DND registry.

Dedicated Number Series Improve Transparency

The government highlighted that registered DND preferences successfully blocked around 1.48 billion promotional calls and nearly 7.30 billion promotional SMS messages during the quarter. At the same time, approximately 13.16 billion promotional calls and 248.06 billion commercial SMS messages were delivered through approved communication channels.

To make promotional calls easier to identify, TRAI has designated the 140 number series exclusively for promotional communications. Calls originating from these numbers are verified against a subscriber’s DND preferences before being connected, allowing consumers to decide whether to answer or decline them.

In addition, the 1600 number series has been introduced for service and transactional communications from banking, financial services, insurance institutions, and government departments. This dedicated numbering system is intended to help users distinguish important service-related calls from promotional communications while improving trust and transparency in telecom services
