Government – Bihar NDA Forms New Leadership With Two Deputy Chief Ministers
Government – Bihar is set to witness a significant political shift as the new BJP-led National Democratic Alliance government prepares to take charge, with key appointments already finalized. Senior Janata Dal (United) leaders Bijendra Prasad Yadav and Vijay Kumar Choudhary will assume office as Deputy Chief Ministers under the leadership of Chief Minister-designate Samrat Choudhary.

New leadership structure takes shape
The formation of the new government marks a notable reorganization within the alliance. Bijendra Prasad Yadav, a seasoned politician aged 79, will take oath as the first Deputy Chief Minister. Vijay Kumar Choudhary, another senior JD(U) figure, will serve as the second Deputy Chief Minister. The decision reflects a strategic balance of experience and political alignment within the coalition.
Sources indicate that Nishant Kumar, who was reportedly considered for a key role, declined the offer of Deputy Chief Minister. He is believed to have chosen to concentrate on strengthening party organization instead.
Representation across communities
The selection of the two Deputy Chief Ministers also highlights social representation within the new administration. Bijendra Prasad Yadav belongs to the Other Backward Classes (OBC) community, while Vijay Kumar Choudhary comes from the Bhumihar community, traditionally categorized among upper castes. This combination is seen as an effort to maintain broader social inclusivity in governance.
The decision to appoint both leaders was finalized during a core committee meeting held late on Tuesday, according to party sources.
Bijendra Prasad Yadav’s long political journey
Bijendra Prasad Yadav is regarded as one of the most experienced politicians in Bihar. Representing the Supaul Assembly constituency since 1990, he has been elected nine times, demonstrating consistent public support in the Kosi region.
His political roots trace back to the socialist movement, and he began his career with the Janata Dal. Over the years, he developed close ties with prominent leaders, including the late Sharad Yadav. He later became a key member of the JD(U) and held ministerial positions, including a role in the cabinet of former Chief Minister Lalu Prasad Yadav.
Yadav’s long tenure in public life and administrative experience are expected to play a crucial role in the functioning of the new government.
Vijay Kumar Choudhary’s administrative experience
Vijay Kumar Choudhary brings with him a blend of political and administrative expertise. A four-time MLA from Sarairanjan in Samastipur district, he has been closely associated with outgoing Chief Minister Nitish Kumar for many years.
Choudhary began his political career with the Congress and was once linked to former Chief Minister Jagannath Mishra. He joined JD(U) in 2005 and steadily rose within the party ranks, eventually serving as state president and Speaker of the Bihar Legislative Assembly.
He has also managed significant portfolios, including Finance and Water Resources, in previous governments led by Nitish Kumar. Before entering politics, Choudhary worked in the banking sector, which contributed to his understanding of economic and administrative matters.
Swearing-in ceremony and future plans
Samrat Choudhary is scheduled to take oath as Chief Minister on Wednesday. The ceremony will be conducted at Lok Bhavan, with Governor Syed Ata Hussain administering the oath. Preparations for the event have already been completed.
Further expansion of the cabinet is expected in the coming weeks. Sources suggest that additional ministers may be inducted during a cabinet expansion planned for the first week of May, indicating that the current appointments are part of a broader restructuring process.
The new government’s composition reflects both continuity and change, combining experienced leadership with strategic political decisions aimed at maintaining stability within the alliance.
