Security – Jammu and Kashmir Reviews Worker Protection After Kulgam Terror Attack

Security –  Following the deadly terror incident in Kulgam district, the Jammu and Kashmir administration has stepped up efforts to strengthen security for non-local workers while reviewing existing protection measures across the Union Territory.

Authorities in Jammu and Kashmir have initiated a fresh review of security arrangements after two labourers from outside the Union Territory lost their lives in a terror attack in Kulgam. In response to the incident, Lieutenant Governor Manoj Sinha chaired a high-level security meeting on Saturday with senior civil and police officials to assess the current situation and plan additional preventive measures.

Review of Worker Protection Measures

During the meeting, the Lieutenant Governor instructed all Deputy Commissioners and Senior Superintendents of Police to conduct a detailed assessment of the Standard Operating Procedures designed for the safety of labourers arriving from other states. Officials were asked to identify any gaps in the existing system and ensure that protective measures are implemented consistently across districts.

The administration also directed employers to take greater responsibility for the welfare of their workforce. Every employer has been instructed to arrange insurance coverage for workers coming from outside Jammu and Kashmir. In addition, complete details of such workers must be registered with the local police and district administration to improve coordination and emergency response.

Focus on Counter-Terror Operations

Emphasising the need for a strong security response, Manoj Sinha called for intensified operations against terrorist groups. He directed security agencies to carry out focused and intelligence-based actions aimed at preventing future attacks and disrupting terrorist activities in vulnerable areas.

The meeting also reviewed the broader security environment in the region, including the deployment of forces and coordination among various departments. Officials discussed strategies to strengthen the overall security network while maintaining vigilance in sensitive locations.

Support for Victims and Families

The Lieutenant Governor instructed authorities to ensure that the victims of the Kulgam attack receive respectful last rites. He also directed officials to extend all necessary assistance to the bereaved families, including administrative support and coordination with the concerned authorities.

The government reiterated its commitment to standing with the affected families during this difficult period while ensuring that all required arrangements are made without delay.

Security During the Amarnath Yatra

Apart from reviewing the response to the terror attack, senior officials also assessed security arrangements for the ongoing Amarnath Yatra. The meeting focused on maintaining strong coordination among security agencies to safeguard pilgrims and ensure that the annual pilgrimage continues without disruption.

Those attending the meeting included Chief Secretary Atal Dulloo, Director General of Police Nalin Prabhat, Principal Secretary of the Home Department Chandraker Bharti, Special Director General S.J.M. Gillani, ADGP CID Nitish Kumar, Commissioner and Secretary M. Raju, along with Divisional Commissioners, Inspectors General of Police, Deputy Commissioners, SSPs and other senior officers.

Continued Vigil Across Sensitive Areas

Security agencies have maintained heightened surveillance in areas where non-local workers reside or travel. Police and security forces are closely monitoring transit camps, increasing night patrols and maintaining a strong presence in locations considered vulnerable. These efforts are intended to deter terrorist movement and identify individuals suspected of providing logistical support to terrorist organisations.

In recent years, terror attacks in the Valley have increasingly targeted unarmed civilians, including non-local labourers, roadside vendors, drivers and skilled workers from other parts of the country. Authorities say security measures are being continuously strengthened to protect vulnerable groups while sustaining counter-terror operations across Jammu and Kashmir.
