Odisha – Majhi Sets March 2027 Deadline for Model Primary School Land
Odisha – Odisha Chief Minister Mohan Charan Majhi has asked district administrations to complete land identification for 2,200 Godabarish Mishra Model Primary Schools by March 2027. The direction was issued during a review meeting on the state’s flagship school development programme at Lok Seva Bhavan in Bhubaneswar.

District officials asked to track school project progress
According to a statement from the Chief Minister’s Office, all District Collectors have been instructed to review progress every week and send regular updates to the School and Mass Education Department. Majhi said he would conduct a monthly review of the programme to assess whether work is moving according to schedule.
The state government plans to set up one Godabarish Mishra Model Primary School in every Gram Panchayat. The initiative is intended to improve learning facilities at the primary level and align school infrastructure with the National Education Policy 2020 and the Right to Education Act, 2009.
State allocates over Rs 2,200 crore for programme
More than Rs 2,200 crore has been earmarked for the programme during the current financial year. Officials said construction activity has already begun at 322 locations where foundation stones have been laid.
For the remaining schools, the Chief Minister asked Collectors to speed up the process of locating and making land available. He also advised district authorities to involve local MLAs, where necessary, so that land-related coordination can be completed without avoidable delays.
Majhi said the role of District Collectors would be central to meeting the government’s target. He noted that consistent supervision at the district level would be needed to ensure that the planned schools are developed within the proposed timeline.
Education department joins virtual review meeting
School and Mass Education Minister Nityananda Gond attended the review meeting through virtual mode. Senior government officials and District Collectors from across Odisha also participated remotely, according to the official release.
The model school programme is among the state government’s major education infrastructure plans and is expected to focus on strengthening facilities in rural areas. The government has not provided a detailed district-wise construction schedule in the release.
Green energy agreements outline major investment plans
Separately, Majhi recently met Japanese business representatives at Lok Seva Bhavan and spoke about proposed clean energy projects involving India’s ACME Group and Japan’s IHI Corporation.
The proposed projects include green ammonia and green methanol facilities planned for Paradeep and Gopalpur. The Chief Minister said the agreements could bring investment of about Rs 67,000 crore to Odisha and generate more than 7,600 jobs.
A Memorandum of Cooperation was exchanged between the Odisha Industries Department, IHI Corporation and ACME Group to explore large-scale clean energy and industrial development in the state.
Proposed projects planned for Gopalpur and Paradeep
The investment proposals include a 0.4 million tonnes per annum green ammonia project at Gopalpur-Tata SEZ, estimated at Rs 20,000 crore. The plan also includes jetty-less floating terminal infrastructure valued at around Rs 1,000 crore.
At Paradeep, a 0.8 million tonnes per annum green ammonia project has been proposed with an estimated investment of Rs 34,000 crore. A separate green methanol project is expected to involve investment of about Rs 12,000 crore.
The state government said the proposed partnership reflects growing industrial cooperation between Odisha and Japan. Further project approvals, implementation timelines and employment details are expected to depend on subsequent planning and regulatory processes.
