The Office of the Director of National Intelligence (ODNI) said the documents emerged from a lengthy declassification review conducted over the past year. According to the agency, investigators examined records, communications, and testimony from intelligence community sources while reviewing how assessments about the virus’s origins were developed.
ODNI alleged that Dr. Fauci, while leading the National Institute of Allergy and Infectious Diseases (NIAID), oversaw funding streams connected to research projects involving coronaviruses. The office also claimed that certain intelligence analysts who supported the possibility of a laboratory-related origin for the virus faced professional resistance or career consequences.
Questions Over Congressional Testimony
Among the issues highlighted by the intelligence office are claims that some of the newly released communications conflict with testimony provided by Fauci before congressional investigators in 2024. According to ODNI, records reviewed during the declassification process raise questions about the extent of interactions between health officials and intelligence agencies during and after the pandemic.
The agency further alleged that scientific opinions and intelligence assessments may have influenced one another in ways that complicated efforts to independently evaluate competing theories about the virus’s origin. Gabbard described the release as part of a broader effort to increase transparency and public accountability regarding decisions made during the COVID-19 crisis. The renewed attention on Fauci comes after former President Joe Biden issued a pre-emptive pardon for him in January 2025 during the final hours of his administration. At the time, Biden said the move was intended to protect individuals from what he described as politically motivated investigations and emphasized that a pardon should not be interpreted as proof of wrongdoing.
The latest document release also follows an earlier declassification effort announced by Gabbard in June, when ODNI claimed it had identified US government support for numerous biological research laboratories operating in multiple countries. Those findings generated additional debate regarding oversight of research involving potentially dangerous pathogens.
Leadership Transition Ahead
Gabbard’s departure from the intelligence community comes as she prepares to leave public service to support her husband, Abraham Williams, who is undergoing treatment for a rare form of bone cancer. Her resignation is scheduled to take effect on June 30.
Following her exit, Bill Pulte, currently serving as Director of the Federal Housing Finance Agency, is expected to assume the role of Acting Director of National Intelligence while continuing to oversee his existing responsibilities.
