Parliament – Aam Aadmi Party (AAP) leader and Rajya Sabha MP Raghav Chadha on Friday extended his greetings to Harivansh Narayan Singh as he commenced his third term as the Deputy Chairman of the Rajya Sabha. Speaking during the session, Chadha acknowledged the significance of the occasion and reflected on his interactions with the presiding officer over the years.

Chadha noted that his working relationship with Harivansh in previous terms had seen both positive and challenging moments. He described their rapport as a mix of disagreements and mutual respect, adding that he hopes for a smoother and more constructive engagement during this new tenure.
According to Chadha, differences typically arose when discussions drifted away from the subject under debate, often leading to interventions from the Chair. However, he pointed out that when members remained focused and adhered to the agenda, proceedings were more productive and cordial.

He urged the Deputy Chairman to consider allowing speakers a few additional seconds to conclude their statements after the bell rings, noting that this would help members present their arguments more effectively without abrupt interruptions.
Chadha stated that such flexibility could improve the overall quality of debates while maintaining discipline within the House.
Appreciation for Changes in Zero Hour
Chadha also expressed gratitude to Rajya Sabha Chairman C.P. Radhakrishnan for introducing changes to the Zero Hour format. He highlighted that the revised arrangement now allows a significantly higher number of members—around 20 to 22—to present their views.
Previously, he noted, only a limited number of speakers, typically up to five, were able to participate during this period. The expanded opportunity, he said, benefits both ruling and opposition members by ensuring broader representation and more inclusive discussions.

Chadha’s remarks come amid ongoing political developments involving the AAP. Just two days earlier, Ashok Mittal, the party’s newly appointed Deputy Leader in the Rajya Sabha, was subject to searches conducted by the Enforcement Directorate (ED).
On April 15, the ED carried out raids at locations linked to Mittal, including educational institutions associated with him and his family in Haryana and Punjab. The action was reportedly undertaken under the provisions of the Foreign Exchange Management Act (FEMA).
The development has added to the political tension between the AAP-led government in Punjab and the Central government. Opposition leaders have alleged that central investigative agencies are being used selectively, while authorities maintain that actions are based on legal and procedural grounds.
