DrugAbuse – Jammu and Kashmir has initiated a focused 100-day campaign to address the growing challenge of drug abuse, following significant seizures of narcotics across the region in recent years. Authorities reported that more than 68,000 kilograms of illegal substances have been confiscated over the past five years, highlighting the scale of the problem and the urgency for coordinated action.

Campaign Launch and Public Participation
The campaign, titled Nasha Mukt Abhiyaan, was formally launched by Lieutenant Governor Manoj Sinha in Jammu. The opening event featured a large public march beginning at MA Stadium, symbolizing a collective stand against substance abuse. Officials confirmed that a similar programme will take place in Srinagar in early May to expand outreach across both divisions of the Union Territory.
The initiative aims to mobilize widespread participation, bringing together educators, civil society members, political representatives, athletes, and social workers. Organisers believe that involving diverse sections of society is essential to build sustained awareness and encourage community-driven efforts.
Awareness and Enforcement at the Core
Authorities have outlined a dual approach for the campaign, combining awareness drives with strict enforcement measures. Public outreach programmes will focus on educating young people about the risks of drug use, while law enforcement agencies will intensify operations to dismantle trafficking networks.
Officials stated that participants in the campaign will take a public pledge to stay away from drugs, and awareness marches will continue throughout the 100-day period. The administration views this as a long-term social movement rather than a one-time intervention.
Rising Concerns Over Youth Involvement
Addressing the issue, Lieutenant Governor Sinha expressed concern over increasing cases linked to substance abuse, particularly among young people. He described the situation as a critical phase, noting that there are deliberate attempts to draw youth into addiction.
He emphasized that protecting the younger generation must remain a top priority and called for strict action against those involved in drug trafficking. At the same time, he highlighted the importance of rehabilitation programmes for individuals struggling with addiction, ensuring they receive proper support and treatment.
Data Highlights Extent of the Issue
Estimates from the Ministry of Social Justice and Empowerment indicate that over 1.3 million adults in Jammu and Kashmir are using addictive substances. Among these, opioids have emerged as the most commonly consumed category, raising additional concerns due to their highly addictive nature.
Officials believe that such data underscores the need for sustained and well-coordinated intervention strategies, combining prevention, enforcement, and rehabilitation.
Strengthening Institutional and Border Measures
To ensure smooth implementation, the administration has set up committees at both Union Territory and divisional levels. These bodies will monitor progress, coordinate activities, and ensure accountability across departments.
In parallel, the government has enhanced its anti-narcotics framework by granting additional powers to border forces, including the Border Security Force, under the NDPS Act. These powers allow for more effective search, seizure, and arrest operations, particularly in sensitive border areas.
Technology-Driven Surveillance to Curb Smuggling
Security agencies have also reported multiple instances of narcotics being smuggled through drones from across the border. In response, authorities have deployed advanced surveillance systems equipped with artificial intelligence, radar technology, electro-optical sensors, and night vision tools.
An Integrated Command and Control Centre has been established to monitor and respond to such threats in real time. Officials believe that the use of modern technology will significantly strengthen efforts to prevent cross-border drug trafficking.

The administration has reiterated that the success of the campaign depends on active public involvement and sustained institutional commitment. By combining awareness, enforcement, and rehabilitation, the 100-day initiative aims to create a lasting impact in reducing drug abuse and protecting communities across Jammu and Kashmir.
