Judiciary – Supreme Court Collegium Recommends Key High Court Appointments and Transfers

Judiciary – The Supreme Court Collegium has recommended the transfer of Justice Lisa Gill from the Punjab and Haryana High Court to the Andhra Pradesh High Court, where she is set to assume office as Chief Justice once the position becomes vacant.

Transfer Aimed at Smoother Leadership Transition

The decision was taken during a collegium meeting held on Thursday. In an official statement, the collegium outlined a broader administrative approach behind such moves. It said the judiciary has adopted a policy to ensure that judges designated to take over as Chief Justice are shifted to the respective High Court well in advance, ideally about two months before the vacancy arises.

This advance transfer, according to the statement, allows the incoming Chief Justice to familiarize themselves with the court’s functioning, pending matters, and administrative processes. The objective is to ensure continuity and efficiency in the justice delivery system once the incumbent Chief Justice retires.

Justice Lisa Gill currently serves as a judge of the High Court of Punjab and Haryana. Her transfer to the High Court of Andhra Pradesh will take effect from the date the vacancy in the Chief Justice’s office arises.

Nine Advocates Cleared for Patna High Court Judgeship

In a separate development, the collegium has approved the elevation of nine advocates as judges of the Patna High Court. The names cleared for appointment are Md Nadim Seraj, Ranjan Kumar Jha, Kumar Manish, Sanjeev Kumar, Girijish Kumar, Alok Kumar, Raj Kumar, Rana Vikram Singh, and Vikash Kumar.

The High Court of Judicature at Patna has been functioning with vacancies, and these appointments are expected to strengthen its judicial capacity. The induction of new judges is seen as an important step in addressing case backlogs and improving the pace of hearings.

The collegium system, which comprises the Chief Justice of India and the senior-most judges of the Supreme Court, plays a central role in recommending appointments and transfers of judges to the higher judiciary. Its recommendations are sent to the central government for further action.

New Chief Justice Recommended for Madras High Court

The collegium has also recommended Justice Sushrut Arvind Dharmadhikari, currently serving as a judge of the Kerala High Court, for appointment as the next Chief Justice of the Madras High Court.

This recommendation comes in view of the upcoming retirement of the incumbent Chief Justice of the Madras High Court, Justice Manindra Mohan Shrivastava, who is scheduled to demit office on March 5. The timely recommendation is intended to ensure that there is no administrative gap in the leadership of the court.

The Madras High Court, one of the country’s oldest and busiest constitutional courts, handles a substantial volume of civil, criminal, and constitutional matters. The appointment of a new Chief Justice before the incumbent’s retirement is considered crucial for maintaining administrative stability.

Policy Focus on Judicial Efficiency

Through these decisions, the Supreme Court Collegium has reiterated its emphasis on strengthening the administration of justice. By transferring prospective Chief Justices ahead of time and filling vacancies in High Courts, the collegium aims to maintain institutional continuity and enhance judicial efficiency.

Such measures are particularly significant at a time when High Courts across the country are dealing with heavy caseloads. Ensuring that leadership transitions are smooth and that vacant judicial positions are filled promptly is seen as essential for improving case disposal rates and public confidence in the judiciary.

The recommendations will now move forward in accordance with the established constitutional procedure for formal appointments and transfers.
