Dehradun Municipal Corporation: The Dehradun Municipal Corporation has enacted new, stringent regulations pertaining to pets and stray dogs in response to the city’s growing dog attack rate and public safety concerns. In accordance with these regulations, which were developed in response to Supreme Court orders, owning a dog will now require obtaining a license from the Municipal Corporation.

For any rule infraction, provisions have been created for severe penalties, dog seizure, and even filing a formal complaint. Aggressive dogs must now live in a home that is at least 300 square yards in size, and walking them in public places is subject to more stringent regulations.
Every pet dog that is three months of age or older is required under the new rules to register, and the registration is good for a year. Those who own dogs without registering them will face legal repercussions. The license shall be deemed immediately terminated if the anti-rabies vaccination’s validity expires within the license period.
According to authorities from the Municipal Corporation, the purpose of these regulations is to protect the public, encourage responsible dog ownership, and preserve urban harmony. Soon, an awareness effort will be started to guarantee that these regulations are applied effectively.
The American Bulldog, Rottweiler, Pitbull, and Dogo Argentino are among the most aggressive breeds for which the Municipal Corporation has set special regulations. For dogs of certain breeds, a 2,000 rupee yearly license charge has been established. These dogs will need to be neutered once they become one year old, and a certificate will need to be shown. The breeding of these breeds has also been outlawed completely.
Within three months, owners of current dogs of certain breeds are required to provide the Municipal Corporation with their purchasing and neutering certifications. The new regulations forbid bringing pets into public areas without a leash, a muzzle, and a watchful eye. If a dog is permitted to urinate in an open space, fines will also be imposed.
Depending on the extent of the harm, different penalties will be applied in the case of a dog bite. In severe circumstances, the dog may be seized and a formal complaint may be made against the owner. For complaints of excessive barking, a system of fines and notifications has also been put in place.
For those who own five or more dogs, a private dog shelter is now required. An annual license cost of Rs 1,000, notice to the Municipal Corporation, and approval from the Uttarakhand Animal Welfare Board are required for this. A No Objection Certificate from the neighbors is also necessary if the shelter is close to a residential area.
In the meanwhile, the Municipal Corporation will set out specific feeding locations for Resident Welfare Societies and stray canines in colonies. Dog food will not be allowed in close proximity to schools, places of worship, busy locations, or at the entrances and exits of colonies.
