Supplementary Budget – The Uttar Pradesh government is preparing to introduce its supplementary budget during the ongoing Monsoon Session of the State Assembly, with additional financial provisions aimed at supporting development projects, public welfare initiatives, and ongoing government programmes.
The Uttar Pradesh government held a cabinet meeting on Tuesday under the leadership of Chief Minister Yogi Adityanath ahead of presenting the supplementary budget in the Assembly. The budget is expected to provide additional financial support for projects that require extra funding beyond the allocations made in the annual budget. The move comes as the four-day Monsoon Session continues, with legislators discussing key administrative and public welfare matters.
Supplementary Budget to Support Ongoing Projects
State Finance Minister Suresh Khanna said the supplementary budget has been prepared primarily to ensure that ongoing government schemes continue without interruption. According to him, the additional financial allocations will also be used for important public interest works that require immediate attention. He expressed confidence that the fresh provisions would help maintain the pace of development across the state and enable departments to complete projects efficiently.
Cabinet Meeting Covers Legislative Business
Following the cabinet meeting, State Minister OP Rajbhar said discussions were held on issues scheduled to come before the government during the Assembly session. He also confirmed that the cabinet decided to hold a condolence meeting in memory of an opposition MLA who recently passed away. Rajbhar criticised the conduct of some opposition members, alleging that their political activities continued despite the loss of one of their colleagues.
Speaker Explains Purpose of Additional Budget
Earlier, Uttar Pradesh Assembly Speaker Satish Mahana described the supplementary budget as a routine constitutional process followed whenever additional financial requirements arise after the main budget has been presented. He explained that governments often introduce supplementary budgets to accommodate new welfare schemes, expanding development projects, or expenditure heads that require extra funding during the financial year.
Mahana stated that such financial exercises have long been part of the democratic process and remain within the government’s constitutional authority. He added that presenting supplementary estimates is a standard administrative practice designed to ensure that important programmes receive adequate financial support whenever necessary.
Monsoon Session Scheduled Until August 6
The Monsoon Session of the Uttar Pradesh Assembly began on August 3 and is scheduled to conclude on August 6. During the session, lawmakers are expected to debate several policy matters, financial proposals, and issues related to governance and public welfare. The supplementary budget is among the major items listed for discussion during the proceedings.
Chief Minister Calls for Public-Centric Discussions
On the opening day of the Assembly session, Chief Minister Yogi Adityanath urged members to focus discussions on matters affecting farmers, young people, women, and economically weaker sections of society. Addressing the media, he described the legislature as the appropriate platform for constructive debate and for finding solutions to challenges faced by citizens across the state.
The Chief Minister also responded to criticism from the Samajwadi Party regarding allegations linked to donations for the Ram Mandir, asserting that the opposition had previously opposed the temple’s construction. He maintained that legislative proceedings should remain focused on issues that directly influence governance and public welfare.
Adityanath further noted that the current Shravan month carries special significance for farmers due to agricultural activities, for students because of the admission season, and for devotees participating in the Kanwar Yatra. He stressed that discussions during the Assembly session should reflect these priorities while addressing the needs and expectations of the people of Uttar Pradesh.
