Education Reform – Uttar Pradesh Pushes Uniform Policy Across State Campuses
Education Reform – The Uttar Pradesh government has moved to strengthen discipline and academic standards in higher education institutions by directing universities and colleges across the state to introduce a compulsory dress code for students. The instruction was issued by Governor Anandiben Patel during a review meeting held in Ballia on Wednesday.

Focus on Academic and Administrative Improvements
The directive came during an assessment session involving government and aided colleges affiliated with Jananayak Chandrashekhar University. Officials reviewed several aspects of university functioning, including academic management, infrastructure, administration, and student-related services.
During the meeting, the Governor expressed concern over shortcomings identified in several institutions. She instructed university authorities, departmental officials, and administrators to conduct regular inspections and ensure that deficiencies are addressed without delay. The emphasis was placed on maintaining better educational standards and improving institutional accountability across campuses.
Attention on Student Safety and Hostel Facilities
A major part of the discussion focused on improving conditions in women’s hostels and strengthening support systems for female students. The Governor stressed the importance of creating a secure and respectful environment where students can continue their studies without fear or outside interference.
She directed universities and colleges to establish dedicated committees where both male and female students can raise concerns freely and receive timely solutions. The Governor also called upon teachers to maintain professional ethics and uphold the dignity associated with the teaching profession.
Faculty members were instructed to ensure punctual classroom attendance and maintain regular interaction with students. According to the directions issued, teachers should contribute not only to academic progress but also to the overall personality development of students.
Vocational Courses to Enhance Employment Opportunities
The Governor highlighted the need to expand skill-based and vocational education, particularly for female students, to help improve employability and encourage self-reliance. Institutions were advised to introduce practical training programs in areas such as accountancy, GST-related work, beauty and wellness services, mehndi art, millet-based food production, and small-scale manufacturing activities.
She encouraged universities to study successful initiatives already operating in other educational institutions and adapt those models for wider implementation in Uttar Pradesh. The goal, according to the discussion, is to create more employment-oriented learning opportunities within the higher education system.
National Education Policy Implementation Discussed
The Governor also instructed colleges and universities to study the National Education Policy carefully and implement its principles effectively. She said students should have greater flexibility in selecting subjects while also receiving exposure to multidisciplinary learning.
Apart from their primary academic subjects, students should gain knowledge in areas such as yoga, arts, and other practical skills that can improve career prospects. She further encouraged institutions to adopt project-based learning methods and provide greater technical exposure to students.
According to the directions shared during the meeting, academic programs should be aligned with the changing demands of industries and companies so graduates are better prepared for employment opportunities.
Infrastructure, Research and Sports Promotion
The Governor suggested that institutions facing infrastructure challenges could explore quality improvement models based on public-private partnership initiatives implemented in Gujarat. She advised authorities to examine whether similar systems could be introduced in Uttar Pradesh to improve campus facilities and educational resources.
Special emphasis was also placed on sports activities and student participation in the Khelo India campaign. Educational institutions were encouraged to actively involve students in physical and extracurricular activities alongside academics.
In addition, colleges were directed to make full use of digital academic resources available through the INFLIBNET and One Nation One Subscription schemes. These platforms provide access to research papers, books, and academic journals from national and international sources, helping students strengthen research and learning capabilities.
The Governor also instructed institutions to prepare detailed project reports under the UP Certification initiative so that infrastructure upgrades and academic reforms can be implemented more efficiently in the future.
