Transplant – Delhi Government Signs Agreement to Establish Organ Donation Authority

Transplant – The Delhi government has formally entered into a Memorandum of Understanding with the Government of India under the National Organ Transplant Programme (NOTP), clearing the path for the creation of the State Organ and Tissue Transplant Organisation (SOTTO) in the national capital. Officials said the move is intended to strengthen the management of organ donation and transplantation services across the city.

Chief Minister Rekha Gupta described the agreement as a significant development for Delhi’s healthcare system. She said the establishment of SOTTO will help organise and improve the functioning of organ donation and transplant procedures, ensuring that hospitals, medical authorities and transplant coordinators work in closer coordination.

Subheading: A structured framework for organ transplantation

Organ transplantation in India operates under a three-tier administrative framework defined by the Transplantation of Human Organs and Tissues Act (THOTA), enacted in 1994 and updated through rules introduced in 2014. This system was designed to regulate the process of organ donation, allocation and transplantation across the country.

At the national level, the National Organ and Tissue Transplant Organisation (NOTTO) oversees overall coordination and policy implementation. Regional responsibilities are handled by Regional Organ and Tissue Transplant Organisations (ROTTO), while individual states are expected to run State Organ and Tissue Transplant Organisations (SOTTO) to manage activities within their respective jurisdictions.

Subheading: Delhi’s need for a dedicated state-level authority

Until now, several functions related to organ transplantation in Delhi were managed with support from NOTTO. Despite having a large number of hospitals capable of conducting transplant surgeries, the city had not yet established its own state-level coordination body.

Officials say the new organisation will fill this gap by providing a dedicated institutional structure responsible for overseeing organ donation programmes and ensuring better communication among hospitals and medical institutions. With SOTTO in place, the process of managing transplant activities in the capital is expected to become more streamlined and transparent.

Subheading: Key responsibilities of the new organisation

The proposed State Organ and Tissue Transplant Organisation will take on multiple responsibilities related to the transplant ecosystem in Delhi. One of its primary roles will be to manage the waiting list for patients requiring organ transplants and to oversee the fair allocation of available organs.

The organisation will also facilitate coordination between transplant hospitals and centres involved in organ retrieval. This coordination is crucial in situations where organs must be transported quickly from one medical facility to another.

Another important responsibility will be the creation and management of green corridors. These specially designated routes allow organs to be transported rapidly across the city to ensure they reach transplant centres within the limited time available for successful transplantation.

SOTTO will additionally maintain records of transplant activities, monitor reporting procedures and ensure that hospitals follow established guidelines under national transplant regulations.

Subheading: Focus on increasing awareness about organ donation

Alongside the institutional reforms, the Delhi government plans to increase public awareness about organ donation. Chief Minister Rekha Gupta stated that the administration will launch information and outreach campaigns aimed at encouraging citizens to pledge their organs.

These initiatives will include communication programmes designed to inform people about the importance of organ donation and how it can help save lives. Authorities believe greater awareness can help increase the number of donors and reduce waiting times for patients in need of transplants.

The government also intends to organise specialised training programmes for transplant coordinators and hospital staff. These training sessions will focus on improving skills related to organ donation procedures, patient coordination and medical documentation.

Officials said strengthening the professional capacity of healthcare workers will play an important role in ensuring the effectiveness of the organ donation system in Delhi.

With the new agreement in place, the establishment of SOTTO is expected to bring greater structure and efficiency to organ transplantation services in the capital, supporting both patients awaiting transplants and the healthcare institutions that provide these life-saving procedures.
