Transfers – West Bengal Government Announces Wide-Ranging IAS Officer Reshuffle

Transfers –   The West Bengal government has initiated a significant administrative reshuffle by transferring 17 Indian Administrative Service (IAS) officers across various departments and districts. The move, carried out by the state’s Personnel and Administrative Reforms Department, includes changes involving departmental secretaries, municipal commissioners, and additional district magistrates.

Major Changes Across Key Departments

According to the official notification, the reshuffle has been aimed at improving the speed of administrative work and strengthening governance at the district level. Officials at Nabanna said the transfers are expected to improve coordination among departments and help streamline public administration in several districts.

Among the prominent changes, 2010-batch IAS officer Sujoy Sarkar has been moved from the post of Commissioner of Bidhannagar Municipal Corporation. He will now serve as Commissioner of the state Textiles and Sericulture Department along with the additional responsibility of managing director of Tantuja, the state-run textile organisation.

Ravi Agarwal, a 2017-batch IAS officer who was earlier serving as Additional District Magistrate in Purulia district, has been appointed as the new Commissioner of Bidhannagar Municipal Corporation.

Municipal and Administrative Appointments

The reshuffle also includes a new appointment for Hindole Dutta, a 2014-batch IAS officer. Previously associated with the Netaji Subhash Administrative Training Institute as an associate professor, Dutta has now been assigned the role of Commissioner of Asansol Municipal Corporation.

Another important transfer involves Nitin Singhani, a 2013-batch IAS officer and former Chief Executive Officer of the Kolkata Metropolitan Development Authority. He has been posted as Senior Special Secretary to the state Home and Hill Affairs Department. Alongside this responsibility, Singhani will continue to hold additional assignments connected with public management training and civil services coaching institutions.

Shaikh Ansar Ahmad, currently serving as Additional District Magistrate in Malda, has been shifted to West Midnapore in the same position. Rajat Nanda, also from the 2013 IAS batch, has received additional responsibilities as Joint Secretary in the Cabinet Secretariat and Director in the Information and Cultural Affairs Department.

Focus on District-Level Administration

Several district administrations have also seen notable changes through the latest transfer order. Dhiman Barai, who was posted as Additional District Magistrate in East Burdwan, has been transferred to the Technical Education, Training and Skill Development Department as Special Secretary.

Priyadarshini S., a 2017-batch officer serving in Howrah district, has been moved to the Consumer Affairs Department as Special Secretary. In another change, South 24 Parganas ADM Prashant Raj Shukla has been transferred to Bankura district in the same role.

Suman Saurabh Mohanti, who had been working in North Dinajpur, has been shifted to West Burdwan. Rajesh, another officer from the 2017 batch, has been moved from South Dinajpur to Jalpaiguri as Additional District Magistrate.

Young IAS Officers Receive New Responsibilities

The reshuffle also affects officers from more recent IAS batches. Lakshmana Perumal R., a 2018-batch officer posted in Bankura, has been transferred to Jhargram as ADM. Sinjan Shekhar from Jalpaiguri has been posted to Howrah, while Nadia ADM Archana P. Wankhede has been shifted to East Midnapore.

Three officers from the 2020 IAS batch have also received fresh assignments. Manjeet Kumar Yadav has been moved from Bankura to South 24 Parganas. Saurav Pandey has been transferred from North Dinajpur to West Midnapore, while Ekam J. Singh has been posted from West Midnapore to Bankura.

Administrative Push Expected After Reshuffle

Officials familiar with the development said the transfers are part of a broader administrative strategy aimed at improving efficiency in governance and ensuring smoother coordination between state departments and district administrations. The reshuffle is expected to bring experienced officers into departments and districts where faster administrative execution is considered necessary.

The state government has not announced any further changes immediately, though officials indicated that administrative reviews may continue in the coming months depending on departmental requirements and governance priorities.
