Tourism – Road Project Planned to Improve Access to Baisaran Meadows
Tourism – Authorities are preparing to build a motorable road to Baisaran meadows near Pahalgam, aiming to improve accessibility and strengthen emergency response systems after a deadly militant incident last year.

Road Connectivity Plan Announced
Baisaran, often described as a scenic highlight of the Kashmir Valley, attracts large numbers of visitors for its open green landscapes and panoramic views. Despite its popularity, the meadow currently lacks direct road access. Visitors must rely on walking trails, horseback rides, or all-terrain vehicles to reach the destination.
The absence of a proper road became a serious concern following the militant attack on April 22, 2025, when 25 tourists and a local pony handler lost their lives. Rescue efforts were significantly delayed, as victims had to be transported manually or on horseback to the nearest accessible road.
In response, authorities have now approved a road project connecting Circuit Road to Baisaran. Local legislator Altaf Ahmad Kaloo confirmed that the project is estimated to cost around Rs 6.08 crore, with construction expected to begin next month.
Concerns Among Pony Operators
While the move has been welcomed by many, it has raised concerns among pony service providers in Pahalgam. For years, horseback rides have been an integral part of the Baisaran experience, providing both income for locals and a traditional element for tourists.
Abdul Waheed, president of the Ponywala Association in Pahalgam, expressed worry that easier road access could reduce demand for pony rides. He pointed out that visitors may prefer quicker and more affordable vehicle options instead of paying for horseback travel.
However, officials have sought to reassure the community. Kaloo stated that pony services will continue to operate alongside the new road, suggesting that both options can coexist and cater to different visitor preferences.
Tourism Sector Welcomes Development
Many stakeholders in the tourism industry have supported the project, viewing it as a necessary step to boost visitor numbers and improve overall infrastructure. They believe that better connectivity will make the destination more accessible, especially for families, elderly tourists, and those with limited mobility.
Improved access is also expected to enhance safety, ensuring quicker evacuation during emergencies and better coordination for rescue operations.
Strengthened Security Measures in Pahalgam
Following last year’s attack, authorities have significantly upgraded security arrangements across Pahalgam. The presence of security personnel has increased, and surveillance systems have been expanded to monitor tourist areas more closely.
Hotels, restaurants, and shops are now required to install CCTV cameras. In addition, security forces conduct regular checks on vehicles and visitors entering the region, maintaining strict vigilance.
A new QR code-based identification system has also been introduced for all tourism-related service providers, including pony handlers, vendors, and shopkeepers. Each individual is registered and verified by authorities, with their details stored in a unique QR code.
According to Abdul Waheed, this system allows both tourists and security personnel to quickly access verified information about service providers by scanning the code using a mobile phone. The initiative is aimed at rebuilding confidence among visitors and ensuring transparency.
Gradual Return of Tourists
After the 2025 incident, authorities temporarily shut down 48 tourist locations across Kashmir, including Baisaran. While most sites have since reopened following security assessments, Baisaran remains closed along with a few others.
Despite this, tourists have started returning to Pahalgam, drawn by its natural beauty and improved safety measures. Visitors continue to praise the region’s landscapes, and local businesses are hopeful for a full recovery.
Tourism stakeholders are now urging the government to reopen Baisaran soon, stating that it remains one of the most sought-after destinations in the Valley. They argue that with enhanced security and planned infrastructure improvements, the meadow can safely welcome visitors once again.
