LegalAppointments – The Tamil Nadu government has announced new appointments for important legal positions in the Madras High Court, assigning experienced senior advocates to represent the state in both civil and criminal matters.

The appointments were officially confirmed on Friday through separate government orders issued by senior officials from the state administration. The move comes as the government continues temporary arrangements until regular law officers are selected under the existing appointment rules.
Senior Advocates Given Additional Advocate General Responsibility
Senior counsels PV Balasubramaniam and T Gowthaman have been appointed as additional advocate generals for representing the Tamil Nadu government before the Madras High Court. The appointments were made under Rule 5(11) of the Law Officers of the High Court of Madras and its Bench at Madurai (Appointment) Rules, 2017.
Public Secretary Reeta Harish Thakkar issued the official notification regarding their appointments. According to the order, both lawyers will continue in the role until the state government finalises the appointment of regular law officers through the prescribed process.
Balasubramaniam entered the legal profession in 1997, while Gowthaman enrolled as an advocate a year later in 1998. Over the years, both have built extensive legal practice in the High Court and gained recognition within the legal community.
Senior Counsel Status Granted in 2023
The two advocates were designated as senior counsels in 2023, a distinction granted to lawyers with notable standing and long experience in the profession. Their elevation as senior counsels was viewed as recognition of their contribution to legal practice and courtroom expertise.
The role of an additional advocate general is considered significant in state legal administration, as such officers represent the government in major constitutional, administrative and civil matters before the High Court.
Legal observers note that experienced advocates are often selected for these positions because of the complexity of matters involving state departments and public policy decisions.
Criminal Side Representation Assigned to R John Sathyan
In another important appointment, senior counsel R John Sathyan has been named as government counsel for handling criminal matters on behalf of the state in the Madras High Court.
The appointment order for Sathyan was issued by Additional Chief Secretary of the Home Department K Manivasan. His role will involve representing the government in criminal proceedings and related matters before the court.
Sathyan, aged 55, is widely known in legal circles for his criminal law practice and courtroom experience. He was also designated as a senior counsel in 2023.
Over the years, he has appeared in several important criminal cases and earned a reputation as one of the prominent lawyers dealing with criminal litigation in the state.
Previous Recommendation for High Court Judgeship
A few years ago, Sathyan’s name had also been recommended by the Supreme Court collegium for appointment as a judge of the Madras High Court. However, the recommendation did not receive final approval from the Union government.
Despite that development, Sathyan continued his legal practice and remained active in major criminal cases before the High Court.
The latest appointments are expected to strengthen the state’s legal representation in court proceedings until permanent appointments are completed under the formal selection process laid down in the rules governing law officers.
Tamil Nadu government officials have not indicated when the regular appointments for these positions are likely to be finalised.
