Insurance – NHRC Raises Concerns Over Insurance Access and School Safety Lapses
Insurance – The National Human Rights Commission (NHRC) has taken note of a complaint highlighting the difficulties faced by individuals with hearing and speech impairments in accessing life insurance services. The issue has drawn attention to broader concerns about equal financial inclusion for persons with disabilities.

Insurance Access Denied to Persons with Disabilities
According to the complaint received by the Commission, several insurance providers are allegedly denying coverage to individuals with hearing and speech disabilities. This has raised serious questions about discriminatory practices within the insurance sector and the lack of inclusive policies.
Responding to the matter, a bench led by NHRC member Priyank Kanoongo has issued a formal notice to the Insurance Regulatory and Development Authority of India (IRDAI). The Commission has asked the regulator to examine the issue carefully and take necessary corrective measures. It has also directed IRDAI to submit a detailed response within 15 days.
In addition, the Ministry of Finance has been informed about the situation to ensure that the matter receives appropriate attention at the policy level. The Commission’s intervention reflects growing concerns about equal access to financial services for vulnerable groups.
Suo Motu Action Over School Safety Incident
In a separate development, the NHRC has also initiated action on its own following reports of a serious incident in a government school in Rajasthan’s Barmer district. Two students were reportedly injured when a ceiling fan fell inside their classroom on March 16.
The incident has sparked outrage among local residents and the families of the affected students, who have alleged negligence on the part of the school authorities. Questions have been raised about whether proper maintenance and safety checks were conducted.
Taking cognisance of the media reports, the Commission has sought a comprehensive report from the district administration. Authorities have been given two weeks to provide details regarding the condition of the injured students and the steps taken against those found responsible.
Demand for Accountability and Safety Measures
In its official communication, the NHRC stated that if the reported facts are accurate, the incident points to a serious violation of human rights. It emphasized the responsibility of educational institutions to ensure a safe environment for students.
Notices have been sent to the District Magistrate and the Superintendent of Police in Barmer, asking for a thorough investigation. The Commission expects the report to include medical updates on the injured children as well as accountability measures taken against any officials or staff involved.
Broader Concerns Over Negligence
Preliminary reports suggest that the accident occurred when the hook supporting the ceiling fan broke suddenly, causing it to fall. Such incidents have once again highlighted the need for regular infrastructure inspections in schools, especially in government-run institutions.
The NHRC’s intervention underscores the importance of both institutional accountability and proactive safety measures. It also reflects the Commission’s role in addressing systemic gaps that may endanger public welfare or deny basic rights.
