Heatwave – Delhi Plans Summer Relief Kits for Outdoor Construction Workers
Heatwave – Delhi’s soaring summer temperatures have prompted the state government to introduce a large-scale relief initiative aimed at protecting construction labourers exposed to intense heat during outdoor work.

With daytime temperatures in several parts of the capital crossing 45 degrees Celsius, the Delhi government has announced plans to distribute special summer safety kits to nearly one lakh construction workers registered under the Delhi Building and Other Construction Workers Welfare Board. Officials said the move is intended to reduce health risks linked to prolonged exposure to extreme weather conditions.
Government Begins Procurement Process
Authorities have initiated the process of appointing a public sector undertaking to handle the purchase, packaging and distribution of the kits. According to officials, the relief material will be supplied to registered workers engaged in physically demanding construction activities across the city.
The proposed kits are expected to contain nine essential items designed to help workers stay hydrated and protected during peak summer months. These include one kilogram of premium sattu, 30 sachets of oral rehydration solution (ORS), 250 grams of glucose powder for instant energy, prickly heat powder, a cotton gamcha, a protective cap, a one-litre water bottle and a 250 ml bottle of sherbet concentrate. All items will reportedly be packed inside a durable utility backpack for easy carrying.
Focus on Health and Heat Protection
Government officials stated that construction workers are among the most vulnerable groups during severe heatwave conditions because of the nature of their work, which involves long hours outdoors. The initiative has been designed to address concerns such as dehydration, fatigue, heat stress and other heat-related medical complications that can arise during the summer season.
An official document released by the welfare board highlighted the need for timely assistance to workers operating at construction sites, especially during periods of extreme temperatures. The administration believes the kits will provide immediate support and improve overall workplace safety for labourers working under harsh weather conditions.
Priority for Active Construction Workers
Officials said priority during distribution will be given to workers currently employed at active construction sites. The government has estimated that the programme may initially cover around 25 percent of the active renewed worker database maintained by the welfare board.
Authorities explained that several practical factors were considered while determining the coverage target. These include worker migration, movement between worksites, administrative feasibility, budget availability and the timeline required for implementation. Since many labourers frequently move between cities and project locations, ensuring accurate identification and delivery remains a major operational challenge.
Distribution Numbers May Change
The welfare board clarified that the estimated number of beneficiaries is provisional and may change depending on field verification, worker availability and administrative approvals during the implementation stage. Officials added that the final number of recipients could vary once the ground-level distribution process begins.
The estimated expenditure for each summer relief kit has been placed at around ₹1,890. The government believes the programme could play an important role in reducing heat-related health emergencies among labourers during the ongoing summer season.
Heatwave Alert Continues in Delhi
Meanwhile, the India Meteorological Department has issued an orange alert warning for continued heatwave conditions in Delhi over the next few days. Weather officials have advised residents to avoid prolonged exposure to direct sunlight, remain hydrated and take precautionary measures during afternoon hours when temperatures are expected to remain dangerously high.
