Governance – Uttarakhand witnessed significant developments on Wednesday as the state government pushed for faster environmental preparations for the 2027 Kumbh Mela, faced judicial scrutiny over delays in appointing a Lokayukta, and saw jewellery traders announce statewide protests against recent changes in gold import duties.

Centre Assures Support for Ganga Conservation Efforts
The Union Ministry of Jal Shakti has assured Uttarakhand of full cooperation under the Namami Gange programme to maintain the cleanliness and ecological balance of the Ganga river ahead of the 2027 Kumbh Mela. During discussions with Chief Minister Pushkar Singh Dhami, Union Minister C R Patil acknowledged the state’s request for financial assistance amounting to Rs 408.82 crore.
According to officials, the proposed projects focus on strengthening solid and liquid waste management systems, improving sanitation around ghats, ensuring regular riverfront cleaning, and enhancing public health arrangements for pilgrims expected to attend the religious gathering in large numbers.
The Ministry informed the state government that the submitted proposals are currently under independent assessment by the National Institute of Urban Affairs. Authorities stated that the next phase of approval and implementation will move forward after the evaluation report is completed. The Centre’s response is being viewed as a major step toward ensuring environmentally responsible arrangements for the globally significant religious event.
High Court Questions Delay in Lokayukta Appointment
The Uttarakhand High Court has expressed strong dissatisfaction over the prolonged delay in appointing a Lokayukta in the state. A division bench headed by Chief Justice Manoj Kumar Gupta criticised the repeated postponements and lack of clarity regarding meetings of the search committee responsible for the appointment process.
During the hearing, the court observed that an administrative process that should have been completed long ago has remained pending without adequate justification. The bench also noted that the Public Interest Litigation filed in 2021 has still not resulted in a final appointment.
Rejecting further requests for additional time without proper explanation, the High Court directed the government to provide a clear response within 24 hours. The bench warned that failure to comply could lead to the personal appearance of the concerned secretary before the court.
Legal observers believe the court’s strict remarks indicate growing judicial concern over delays in strengthening accountability institutions within the state administration.
Jewellery Traders Announce Peaceful Demonstrations
Jewellery traders across Uttarakhand have announced peaceful protests in response to the recent increase in gold import duties and public remarks encouraging citizens to avoid unnecessary gold purchases.
Trader associations in Dehradun and several other cities confirmed that candlelight marches and demonstrations will be organised on Thursday evening to express their concerns over the policy changes. Members of the jewellery industry argue that rising import duties have already affected market confidence and consumer demand.
Business representatives stated that the latest developments could create financial pressure on small jewellers, craftsmen, and workers who depend heavily on the traditional gold trade for their livelihoods. Industry members also pointed out that gold continues to hold deep cultural and religious importance in Indian society, especially during weddings and festivals.
The protesting traders have appealed to the government to reconsider policies that, according to them, may adversely impact small businesses and associated artisans across the sector.
