Governance – Kerala Government Unveils Welfare Plans and Key Reforms Agenda

Governance – The newly formed UDF government in Kerala has outlined an ambitious roadmap focused on social welfare, education, healthcare, and institutional reforms. The priorities were presented during the first policy address delivered by Governor Rajendra Arlekar in the Kerala Legislative Assembly, setting the tone for the administration’s governance agenda in the coming years.

The session began with a brief instrumental presentation of Vande Mataram performed by members of the Kerala Police. The shortened version of the national song was played before the national anthem, differing from the Raj Bhavan’s earlier preference for a complete rendition.

Welfare Commitments Take Center Stage

A major highlight of the policy address was the announcement of the Indira Guarantee programme, a collection of five key commitments made by the UDF during the election campaign. The government stated that these initiatives are intended to strengthen social security and provide direct support to various sections of society.

Among the prominent measures, women across Kerala will continue to receive free travel on KSRTC buses as a permanent benefit. Female students will be provided a monthly financial assistance of Rs 1,000 to support their educational needs. In addition, social security pensions are set to be raised to Rs 3,000, offering increased support to beneficiaries across the state.

Healthcare and Entrepreneurship Support

The government also announced a health insurance programme named in memory of former Chief Minister Oommen Chandy. Under the scheme, eligible families will receive annual insurance coverage worth up to Rs 25 lakh.

To encourage self-employment and business creation, young entrepreneurs will have access to interest-free loans of up to Rs 5 lakh. The initiative aims to create opportunities for aspiring business owners while supporting economic growth and job creation.

Dedicated Department for Senior Citizens

Governor Arlekar noted that Kerala has established a separate Department for the Welfare of the Elderly, describing it as the first initiative of its kind in India. The department is expected to focus on policies and programmes designed to improve the quality of life for senior citizens and address age-related challenges more effectively.

Focus on Cooperative Banking Reforms

Reviving confidence in the cooperative banking sector emerged as another major priority. The government said efforts would be made to ensure depositors receive their matured funds without delay. Plans include revising the Deposit Guarantee Scheme, improving financial management practices in troubled cooperative societies, and taking firm action against those responsible for irregularities.

According to the policy address, these measures are intended to strengthen transparency and rebuild public trust in cooperative institutions.

Technology-Driven Measures Against Drug Networks

The Excise Department is also set for significant restructuring. The government plans to introduce modern intelligence systems and advanced technological tools to improve enforcement capabilities.

Digital monitoring mechanisms will be deployed to identify and disrupt illegal drug distribution networks. Alongside enforcement efforts, awareness and behavioural intervention programmes will be expanded in schools and colleges to address substance abuse among young people.

Education and Pilgrimage Development Plans

In the education sector, the government announced plans to increase the number of Plus-One seats to accommodate growing student demand. The move is expected to provide greater access to higher secondary education across the state.

The policy address also proposed the creation of a Malabar Temple Pilgrim Circuit. In addition, a special programme will be introduced to promote environmentally responsible and safer pilgrimages to selected temples in Kerala, with a focus on visitor welfare and sustainable tourism practices.
