Education – MCD Plans Nigam Shri Schools Without Entrance-Based Admissions

Education –  The Municipal Corporation of Delhi (MCD) is preparing to roll out a new set of model institutions, called Nigam Shri schools, with a focus on improving teaching standards and infrastructure rather than filtering students through entrance tests.

The proposal, which has already been cleared by the civic body’s education committee, is currently awaiting final approval from the House and the Mayor. According to officials familiar with the plan, the initial phase will prioritise strengthening faculty and systems instead of introducing selective admission processes.

No Entrance Exams in Initial Phase

Unlike the CM Shri Schools—where admission is based on entrance assessments—the Nigam Shri schools will follow the standard admission process used across existing MCD schools. Officials indicated that the current priority is to establish the framework and quality benchmarks before introducing any selection criteria.

A senior official explained that the system does not yet allow for selective intake, adding that these schools are intended to demonstrate improved methods rather than restrict access. The emphasis will remain on inclusivity, ensuring that students from diverse backgrounds can benefit from enhanced learning environments.

Model Schools to Guide Others

The initiative will involve upgrading 24 existing school buildings across different zones of Delhi. To maintain geographical balance, two schools from each zone will be chosen. These institutions will serve as model schools, offering guidance and support to nearby schools.

Each selected Nigam Shri school will mentor three to five neighbouring schools. This support will include sharing academic practices, providing teaching resources, and demonstrating effective classroom strategies. Officials believe this cluster-based approach will help improve overall learning outcomes across multiple schools rather than limiting benefits to a few.

Focus on Teaching Quality and Infrastructure

A central feature of the plan is the recruitment and retention of experienced teachers. Authorities aim to ensure strong leadership within schools, supported by continuous professional development programmes for both teachers and principals.

Infrastructure upgrades will also play a key role. The proposed improvements include smart classrooms, well-equipped libraries, and dedicated learning spaces designed to encourage interactive and activity-based education. The curriculum approach will emphasise competency-based learning, particularly in foundational years.

Additionally, the schools will be designed to accommodate children with special needs, ensuring accessibility and inclusive participation. Maintaining a balanced student-teacher ratio of approximately 1:35 is another important target, aimed at improving individual attention and academic outcomes.

Timeline and Approval Process

Although the concept has gained initial approval, the final clearance process is expected to take another one to two months. Once approvals are in place, work on upgrading the selected schools will begin. Officials remain optimistic that the phased implementation will allow for adjustments and improvements along the way.

Challenges in Certain Zones

Despite the structured plan, some logistical challenges remain. One concern relates to the City SP Zone, where many schools are located in narrow and congested lanes. Identifying suitable buildings in such areas for transformation into model schools could prove difficult.

Authorities are currently assessing possible solutions to address these constraints without compromising on infrastructure standards.

Community Participation and Long-Term Vision

The initiative also aims to strengthen engagement with parents and local communities. Officials believe that active participation from families and neighbourhood stakeholders will play a crucial role in sustaining improvements in education.

Over time, Nigam Shri schools are expected to act as benchmarks for quality within the municipal system. By focusing on teacher excellence, infrastructure, and inclusive practices, the programme seeks to create a scalable model that can be expanded across more schools in the future.
