A special vigilance court in Dehradun has directed Uttarakhand Cabinet Minister Ganesh Joshi to appear in person on September 3, 2026, after taking cognizance of a petition concerning alleged disproportionate assets. The court has sought the minister’s response before deciding how the matter should proceed further. At this stage, the court has neither commented on the allegations nor reached any conclusion regarding the claims made in the petition.
Court Seeks Minister’s Response
The order was issued by Special Judge, Vigilance Establishment, Garhwal Region, and Fifth Additional District and Sessions Judge Anjali Baijwal. During the hearing held on July 25, the court reviewed the petition along with supporting documents submitted in the case. The petitioner, advocate Pankaj Singh Kshetri, attended the proceedings with his legal counsel.
After examining the material available on record, the court observed that the respondent should be given a fair opportunity to present his side in accordance with the provisions of the Bharatiya Nagarik Suraksha Sanhita, 2023. Consequently, the court issued a notice directing Ganesh Joshi to appear personally on the scheduled date and place his submissions before the bench.
Petition Filed by Congress Spokesperson
The case, registered as Case No. 280/2025, was filed by Pankaj Singh Kshetri, who is also a spokesperson for the Uttarakhand Congress. In his petition, Kshetri has alleged that the Cabinet minister possesses assets beyond his known sources of income and has requested an impartial judicial inquiry into the matter.
According to the petitioner, the allegations deserve independent legal scrutiny to ensure transparency in public office. The petition seeks appropriate action through the judicial process rather than making any request outside the legal framework.
Political Reactions Surround the Case
Speaking after the court proceedings, Kshetri said the matter raises concerns regarding accountability within the state administration. He stated that the Congress has repeatedly highlighted what it describes as cases of alleged corruption through both public campaigns and legal channels.
He further said that allegations involving a serving Cabinet minister warrant careful examination under the law. Kshetri added that he intends to continue pursuing the matter through judicial proceedings until the legal process reaches its conclusion and all relevant facts are examined before the court.
Court Has Not Ruled on Allegations
The court’s latest order should not be interpreted as a finding on the allegations themselves. The notice has been issued solely to ensure that the minister is given an opportunity to respond before any further legal decision is taken.
No observations have been made by the court regarding the merits of the accusations, and no adverse findings have been recorded against Ganesh Joshi at this stage of the proceedings. The legal process remains at a preliminary phase, where both sides are expected to present their arguments.
