DisasterProbe – Judicial Panel Formed After Deadly Bargi Dam Boat Accident

DisasterProbe –  The Madhya Pradesh government has established a judicial inquiry to investigate the fatal cruise boat accident at Bargi Dam in Jabalpur, where several passengers lost their lives after a vessel overturned during severe weather conditions last month.

Commission Led by Retired High Court Judge

The state administration, headed by Chief Minister Dr. Mohan Yadav, has appointed a single-member judicial commission under retired High Court judge Justice Sanjay Dwivedi. The official notification was issued late Sunday night by the General Administration Department.

According to the order, the commission has been directed to complete its findings within three months and submit a detailed report to the state government. Authorities said the inquiry will focus on identifying the reasons behind the incident and determining responsibility for the tragedy.

Focus on Rescue Operations and Accountability

The commission will closely examine the emergency response carried out after the accident, including rescue and relief efforts conducted by the National Disaster Response Force (NDRF) and other agencies involved in the operation.

Investigators are also expected to review whether safety procedures were followed before and during the journey. Officials will assess if adequate arrangements were available to protect passengers during sudden weather changes on the water body.

The tragic incident occurred on April 30 when a cruise boat operated by Madhya Pradesh Tourism capsized in the Bargi Dam reservoir during stormy weather conditions. Reports stated that more than 40 passengers and crew members were on board at the time of the accident.

At least 13 people, including women and children, died after the vessel overturned.

Statewide Audit of Boats and Water Activities

Apart from investigating the accident itself, the judicial panel has been assigned a broader responsibility to evaluate the safety of inland water transport operations across Madhya Pradesh.

The commission will conduct a review of all boats, cruise vessels, and water sports activities operating in the state. It will also inspect the certification process of watercraft under the Inland Vessels Act, 2021, along with compliance related to the National Disaster Management Authority’s Boat Safety Guidelines issued in 2017.

Officials believe the review could lead to stricter safety monitoring measures for tourism and transport activities conducted on rivers, reservoirs, and dams in the state.

New Safety Procedures Under Consideration

The inquiry panel has also been tasked with recommending standard operating procedures for the functioning and maintenance of boats and cruise services.

Authorities are expected to study operational practices, crew preparedness, passenger management systems, and emergency response protocols. The state government aims to strengthen preventive measures to avoid similar accidents in the future.

In addition, the commission will consider the formation of quick response teams at locations where inland water transport and water sports activities are regularly conducted. These teams would be intended to provide immediate rescue assistance during emergencies.

Legal Action Initiated After Incident

Following the tragedy, legal proceedings were also initiated in connection with the accident. On May 5, the Jabalpur District Court directed the registration of a First Information Report against members of the boat crew.

The FIR was filed under Sections 106 and 110 of the Bharatiya Nyaya Sanhita, relating to negligence and failure to provide assistance during the emergency situation.

The incident has triggered wider discussions regarding passenger safety standards, weather preparedness, and operational oversight in tourism-related water transport services across the state.
