Budget – Arunachal Pradesh Budget 2026-27 Focuses on Growth, Youth Employment

Budget –  Arunachal Pradesh Chief Minister Pema Khandu has welcomed the State Budget for 2026–27, describing it as a roadmap that builds on the achievements of the past decade while preparing the state for long-term development goals.

The Arunachal Pradesh Legislative Assembly approved a budget of Rs 36,607 crore on Thursday. According to official figures, the state has projected a fiscal deficit of Rs 701 crore, which accounts for about 1.7 percent of the Gross State Domestic Product (GSDP). The financial plan aims to maintain economic stability while supporting development initiatives across different sectors.

Six Key Priorities Shape the Budget Framework

Speaking about the budget on Friday, Chief Minister Pema Khandu explained that the government has structured the financial plan around six major focus areas. These pillars, he said, are intended to guide policy decisions and investments in the coming years.

The first pillar concentrates on strengthening the state’s long-term development foundation. This includes building infrastructure, improving administrative systems, and ensuring that key sectors have the support needed for sustained progress.

The second pillar focuses on people-centric development. The government aims to improve living standards by expanding access to essential services, social welfare programmes, and public infrastructure that directly benefits communities across the state.

Focus on Sustainable Growth and Youth Opportunities

Another important element of the budget is sustainable economic growth. The government has highlighted the need to expand economic activities while protecting natural resources and maintaining environmental balance.

Employment generation for young people forms the fourth pillar of the budget strategy. The state government plans to strengthen policies that promote entrepreneurship and skill development. By linking these policies with youth-focused initiatives, the administration hopes to encourage new businesses and create more job opportunities for the younger population.

Khandu said that supporting start-ups, improving access to financial assistance, and strengthening skill training programmes will play a key role in helping young people participate more actively in the state’s economy.

Strengthening State Resources and Governance Reforms

The fifth pillar outlined in the budget relates to enhancing the state’s internal resources. The government plans to improve revenue collection systems and explore new ways to increase financial resources without placing additional pressure on citizens.

The sixth pillar emphasizes governance reforms. Over the past decade, the state government has introduced several administrative changes aimed at improving efficiency and transparency. According to the Chief Minister, the new budget continues this reform process by proposing improvements in multiple sectors.

Khandu described the financial plan as an important step in aligning current policies with the broader goal of transforming Arunachal Pradesh into a developed state by 2047. He said the budget consolidates earlier initiatives while setting the direction for future development.

Revenue Estimates and Economic Indicators

The budget documents show that the state expects total revenue of around Rs 5,208 crore during the financial year. This includes an estimated Rs 3,634 crore from tax revenue and about Rs 1,575 crore from non-tax sources.

The state’s GSDP at current prices has been estimated at Rs 41,314 crore. Despite the overall outlay being Rs 2,835 crore lower than the previous year’s budget, the government maintains that the allocations are designed to ensure efficient spending and stable economic management.

Chief Minister Calls for Fiscal Discipline

Earlier in the week, Pema Khandu also thanked Deputy Chief Minister Chowna Mein and members of the legislative assembly for their suggestions during the budget discussions.

In a statement shared on social media, the Chief Minister noted that the budget comes at a time when financial planning across states is evolving following the recommendations of the 16th Finance Commission.

He stressed the importance of strengthening fiscal discipline, improving governance systems, and using public resources more efficiently. According to him, expanding revenue sources and reducing financial leakages will remain key priorities for the administration.

Khandu also acknowledged the role played by Deputy Chief Minister Chowna Mein in presenting what he described as a balanced and forward-looking budget. He further thanked Speaker Tesam Pongte and Deputy Speaker Kardo Nyigyor for ensuring the smooth conduct of legislative proceedings during the budget session.

The government believes the new financial plan will support economic growth while addressing the aspirations of people across Arunachal Pradesh. Officials say the budget aims to create a stronger economic base and encourage self-reliance in the coming years.
