SovereignAI – India Strengthens Strategy for Building a Trusted AI Ecosystem

SovereignAI –  India is steadily positioning itself as a unique market for sovereign artificial intelligence, where technological innovation, regulatory oversight, and public digital infrastructure are being developed in tandem. According to a new report released on Tuesday, an overwhelming majority of policymakers in the country are actively working toward a structured strategy aimed at strengthening India’s capabilities in this rapidly evolving field.

Strong Policy Support for AI Expansion

The study, conducted by Dell Technologies, highlights growing confidence among government decision-makers regarding the future of advanced AI systems. Nearly 96 percent of policymakers surveyed indicated that they are supporting initiatives designed to expand the country’s sovereign AI framework.

The findings also reveal strong optimism surrounding agentic AI, a technology designed to perform tasks with greater autonomy. About 97.7 percent of government leaders said they believe agentic AI can accelerate adoption across sectors. Furthermore, 44.4 percent of respondents viewed the technology as a major driver of transformation, a figure notably higher than the broader Asia-Pacific average.

Focus on Governance and Responsible Adoption

While enthusiasm for AI continues to rise, policymakers are also emphasizing the importance of responsible implementation. More than half of the respondents supported AI adoption only when supported by strong governance measures and clear operational safeguards.

The report indicates that government organizations across India are gradually moving beyond pilot projects and experimental deployments. Many institutions are now considering larger investments as confidence in AI technologies continues to grow.

Industry observers note that India’s approach differs from several other markets because it combines technological progress with regulatory accountability, aiming to create long-term trust among citizens and institutions.

Talent and Cybersecurity Remain Key Challenges

Despite the positive momentum, the report identifies two significant obstacles that could affect the pace of expansion. One of the most pressing concerns is the availability of skilled professionals capable of supporting advanced AI systems.

More than 92 percent of government leaders surveyed said the development of specialized digital talent should be treated as a top priority. Areas such as network integration, artificial intelligence operations, and sovereign data governance were cited among the most sought-after skill sets.

Cybersecurity also remains a major area of concern. Around 36 percent of respondents pointed to the need for stronger cyber resilience as AI adoption increases. In addition, 34 percent highlighted the challenge of complying with regulatory requirements that differ across jurisdictions and regions.

Digital Public Infrastructure Supports AI Ambitions

Speaking about the findings, Manish Gupta, President and Managing Director of Dell Technologies India, said the country has created an innovative digital public infrastructure that serves both governance and innovation objectives.

India’s sovereign AI vision is closely connected with nationally developed digital platforms including Aadhaar, UPI, ONDC, and Bhashini. These systems have helped establish frameworks that support secure data management, transparency, and trust while enabling large-scale digital services.

Experts believe this existing infrastructure provides India with a strong foundation for implementing AI solutions in a way that aligns with national priorities and public interests.

Data Protection and Strategic Resilience Drive Investments

The report found that data security remains one of the strongest motivations behind sovereign AI initiatives. Nearly 73.3 percent of respondents described sovereign AI as essential for safeguarding sensitive national information and ensuring compliance with domestic regulations.

At the same time, policymakers view sovereign AI as more than a data protection tool. Around 70 percent of respondents said investments in this area can help reduce exposure to geopolitical uncertainties and potential disruptions in global supply chains.

As governments worldwide seek greater control over critical technologies and data resources, India’s strategy reflects a broader effort to build self-reliance while maintaining innovation and economic competitiveness in the digital era.
