DigitalInitiative – The Ministry of Social Justice and Empowerment has introduced two upgraded digital platforms aimed at improving the country’s response to substance abuse and urban homelessness. The announcement was made during a policy-focused gathering held in Chandigarh on Saturday, where officials outlined the role of technology in strengthening welfare delivery systems.
Strengthening Monitoring Through NMBA 2.0
One of the newly launched platforms, the Nasha Mukt Bharat Abhiyaan (NMBA) 2.0 App, has been developed as a unified digital system to streamline efforts against drug abuse. It enables authorities at national, state, and district levels to monitor initiatives in real time, ensuring smoother coordination between agencies involved in the campaign.
The updated version introduces several improvements over its earlier format. Officials say it is designed to enhance transparency in operations while also encouraging data-based decision-making. By offering a centralised dashboard, the application allows stakeholders to track activities and measure progress more efficiently.
Improved Accessibility for Stakeholders
The NMBA 2.0 App is currently available to authorised users, including government bodies, district administrations, and partner organisations. Through this platform, users can upload reports, monitor ongoing activities, and access consolidated information on anti-drug campaigns.
In addition to tracking features, the application serves as a resource hub. It provides Information, Education, and Communication materials that can be used in awareness campaigns. Volunteers associated with the initiative, known as Nasha Mukti Mitras, can also use the app for basic communication support, helping them reach communities more effectively.
Volunteer Management and Outreach Features
A key addition to the NMBA platform is its focus on volunteer engagement. The system enables authorities to register and manage volunteers at various levels, ensuring better coordination during awareness drives. Institutions can also use the app to organise pledge-taking events, which form an important part of outreach programmes aimed at discouraging drug use.
The application further integrates access to essential helplines, including de-addiction and mental health support services. By offering these resources in one place, the platform aims to make assistance more accessible to those in need.
SMILE App to Enhance Beggary Surveys
Alongside the NMBA upgrade, the ministry has also introduced the SMILE–Beggary Survey Mobile Application. This tool is intended to improve how data related to individuals engaged in begging is collected and analysed.
The application allows field officers and district authorities to conduct surveys digitally, replacing manual processes that often lead to delays and inconsistencies. By capturing information in real time, the system ensures greater accuracy and faster reporting.
Addressing Data Gaps and Delays
Officials noted that one of the major challenges in previous programmes was the lack of timely and reliable data. The new mobile application seeks to resolve this issue by enabling instant updates from the field. This will help authorities identify trends, allocate resources more effectively, and monitor rehabilitation efforts across different regions.
The digital approach also strengthens accountability, as data can be verified and tracked through the system. Over time, this is expected to improve the overall effectiveness of initiatives aimed at supporting vulnerable populations.

Both applications reflect a broader shift towards technology-led governance in social welfare programmes. By combining real-time monitoring with data analytics, the ministry aims to build a more responsive and transparent system.
