Politics –  The Bihar Legislative Assembly is preparing for an important political test as the newly formed government led by Chief Minister Samrat Choudhary is scheduled to seek a vote of confidence during a special session on Friday.

Special Session Announced by Assembly Secretariat

The Assembly Secretariat has officially notified all legislators about the upcoming session. The announcement was issued by Principal Secretary Poonam Sinha, confirming that members of the House, including ministers and the Chief Minister, are required to attend the proceedings. This session marks a significant moment for the current administration as it moves to establish its majority on the Assembly floor.

All-Party Meeting Emphasizes Smooth Proceedings

In preparation for the session, Speaker Prem Kumar convened an all-party meeting to ensure orderly conduct during the proceedings. Leaders from across the political spectrum participated in the discussion and expressed their willingness to cooperate in maintaining decorum in the House. The meeting included senior figures such as Deputy Chief Ministers Vijay Kumar Choudhary and Bijendra Prasad Yadav, along with Deputy Speaker Narendra Narayan Yadav and several members of the legislative assembly.

Government Confident Ahead of Floor Test

Parliamentary Affairs Minister and Deputy Chief Minister Vijay Kumar Choudhary stated that the government is fully prepared for the confidence motion. He noted that the administration expects constructive participation from all parties and reiterated the government’s commitment to ensuring a smooth and transparent voting process. According to him, the session will provide an opportunity for open discussion before the House proceeds to vote.

Second Session of the 18th Legislative Assembly

This will be the second session of the 18th Bihar Legislative Assembly. Officials have ensured that all necessary arrangements are in place for the conduct of the proceedings. Legislators have been formally informed, and the administration has emphasized the importance of full attendance given the constitutional significance of the vote.

Leadership Transition and Constitutional Requirement

Samrat Choudhary assumed the role of Chief Minister on April 15 following a political transition in the state. The change in leadership came after Nitish Kumar shifted to a new role at the national level. As per constitutional norms, any newly appointed Chief Minister must demonstrate majority support in the Assembly within a stipulated period. The upcoming vote of confidence is therefore a mandatory step to validate the formation of the government.

NDA Holds Strong Numerical Advantage

The ruling National Democratic Alliance enters the session with a comfortable majority. In the November 2025 Assembly elections, the alliance secured 202 seats, giving it a clear advantage ahead of the trust vote. This numerical strength is expected to play a decisive role during the voting process, barring any unexpected developments.

Cabinet Portfolios Distributed, Expansion Pending

Following the formation of the new government, responsibilities have been distributed among ministers. Chief Minister Samrat Choudhary is currently overseeing 29 departments, including key portfolios such as Home, General Administration, Vigilance, and Cabinet Secretariat. Deputy Chief Minister Vijay Kumar Choudhary has been assigned 10 departments, including Water Resources and Parliamentary Affairs, while Bijendra Prasad Yadav is handling eight departments, including Energy and Planning and Development.

Despite the allocation of responsibilities, a full cabinet expansion has not yet been carried out. Political observers are watching closely to see when the government will complete this process, which is expected to further define the administration’s functioning in the coming months.

Focus on Stability and Governance

The confidence vote is not only a constitutional formality but also a critical step in ensuring political stability in the state. With a strong mandate already in place, the government is expected to secure the required support in the Assembly. The outcome of the session will formally establish the legitimacy of the new leadership and set the tone for governance going forward.
