Cabinet Reshuffle –The Karnataka Congress government is preparing to announce ministerial portfolio allocations while simultaneously working to ease internal dissatisfaction before the upcoming Assembly session.
The Karnataka Congress leadership is expected to finalise the distribution of portfolios among the newly inducted Cabinet ministers by Friday evening, setting the stage for one of the most closely watched political developments in the state. As the decision nears, senior leaders and first-time ministers have intensified discussions with the party high command, with several expressing interest in influential departments that carry significant administrative responsibility. At the same time, Chief Minister D.K. Shivakumar is making efforts to maintain unity within the party as discontent continues among legislators who were left out of the recent Cabinet expansion.
Competition for Key Ministries Intensifies
Among the most sought-after departments are Finance, Labour, Social Welfare, Planning, and Higher Education. Several ministers are believed to have conveyed their preferences to the leadership, hoping to secure portfolios that play a major role in policy implementation and governance.
Senior Congress leader Basavaraja Rayareddi, who was recently inducted into the Cabinet, publicly stated that he would welcome the opportunity to handle the Finance Department. Referring to his previous experience as Finance Adviser to the Chief Minister, he said the party leadership would decide portfolios after assessing each minister’s strengths. Rayareddi also remarked that his primary focus would be improving tax collection and that he would be comfortable even if the Chief Minister retained authority over budget presentation and administrative transfers.
Rayareddi Signals Readiness for Development-Focused Responsibilities
While expressing interest in the Finance portfolio, Rayareddi clarified that he would readily accept any department connected with development initiatives. He also identified the Planning Department as another area where he could contribute, noting that the implementation of the Govindarao Committee recommendations remains an important priority. According to him, whichever ministry is entrusted to him, he intends to carry out the responsibility with complete dedication.
The Congress inducted 19 ministers into the Karnataka Cabinet on August 3. However, the delay in assigning portfolios has triggered extensive lobbying among party leaders, as every minister awaits confirmation of official responsibilities.
Social Welfare Department Draws Strong Interest
Sources within the party indicate that newly sworn-in ministers P. Narendraswamy and Shivaraj Tangadgi are both interested in leading the Social Welfare Department. Meanwhile, Food and Civil Supplies Minister K.H. Muniyappa, a seven-time Member of Parliament, has already stated publicly that he hopes to receive a portfolio with wider responsibilities than his current assignment.
Political activity has largely remained concentrated in Bengaluru, where several ministers have continued consultations with senior party leaders regarding portfolio allocation. Reports suggest that ministers K.S. Basavanthappa and S.S. Mallikarjun have remained in the state capital despite the Chief Minister’s earlier direction asking ministers to visit their respective districts to review drought conditions.
Leadership Attempts to Ease Internal Dissatisfaction
The portfolio distribution process comes at a time when dissatisfaction has grown among Congress legislators who were not included in the latest Cabinet expansion. The party leadership is now focusing on preventing these concerns from affecting the Assembly’s Monsoon session.
As part of this effort, Chief Minister Shivakumar, along with senior Congress leaders, is expected to hold discussions with former minister M.C. Sudhakar to address concerns raised by disappointed leaders.
Attention is also centred on a proposed dinner meeting of dissatisfied and rebel MLAs in Bengaluru on August 13, the same day the Assembly’s Monsoon session is scheduled to begin. Party sources indicate that nearly 40 legislators may gather during the opening day of the session, making it important for the leadership to resolve differences before legislative proceedings begin.
Balancing Political Equations Before the Assembly Session
Chief Minister Shivakumar has intensified outreach to senior legislators in an effort to maintain party cohesion. As part of these discussions, he is expected to meet veteran MLA T.B. Jayachandra, who recently criticised the composition of the new Cabinet and voiced disappointment over not being included.
According to party insiders, Jayachandra has even considered requesting seating arrangements alongside the Opposition in the Assembly as a symbolic expression of his dissatisfaction.
With the announcement of portfolios expected shortly, the Congress leadership faces the challenge of balancing regional representation, social equations, political experience, and organisational interests. The decisions made in the coming hours are likely to play a significant role in determining the party’s internal stability as the Assembly session gets underway.
