Bureaucratic Reshuffle – The Union government on Thursday carried out a significant reshuffle of senior civil servants, approving a series of Secretary-level appointments, transfers and in-situ promotions across multiple ministries and departments. The decisions were cleared by the Appointments Committee of the Cabinet (ACC) as part of a broader administrative exercise aimed at ensuring smooth leadership transitions in the central government.
Key Changes in the Education Ministry
One of the most notable appointments is that of Naresh Pal Gangwar, a 1994-batch IAS officer from the Rajasthan cadre, who has been named Secretary of the Department of Higher Education under the Ministry of Education. Gangwar currently serves as Secretary of the Department of Animal Husbandry and Dairying and will succeed Vineet Joshi in his new role. Joshi, in turn, has been appointed Secretary in the Ministry of Panchayati Raj and is scheduled to assume office after the retirement of Vivek Bhardwaj on July 31.
Gangwar’s appointment comes as the Higher Education Department continues to attract attention following last year’s controversy surrounding the NEET examination paper leak. While the National Testing Agency conducts the examination independently under the Ministry of Education, the incident intensified discussions on oversight of the country’s examination framework.
School Education and Other Senior Appointments
The ACC has also approved the elevation of TK Anil Kumar, currently Additional Secretary in the Department of Rural Development, as Secretary of the Department of School Education and Literacy. His appointment coincides with the Centre’s continued focus on improving school education and literacy initiatives across the country.
Another major transfer involves K. Srinivas, a 1989-batch IAS officer from the Gujarat cadre. Presently serving as Secretary in the Ministry of Housing and Urban Affairs, he has been appointed Secretary in the Ministry of Development of North Eastern Region (DoNER).
NHRC and Animal Husbandry Departments Get New Leadership
Piyush Goyal, a 1994-batch IAS officer of the Nagaland cadre and the current Secretary in the Ministry of Mines, has been appointed Secretary General of the National Human Rights Commission. The position carries the rank and pay of Secretary to the Government of India.
Meanwhile, Sushil Kumar Lohani, a 1995-batch Odisha cadre IAS officer serving as Additional Secretary in the Ministry of Panchayati Raj, has been designated Officer on Special Duty in the Department of Animal Husbandry and Dairying. He is expected to take over as Secretary of the department after Gangwar formally assumes charge in Higher Education.
Promotions and Successions Across Ministries
The government has also approved in-situ promotions for four senior IAS officers by temporarily upgrading their existing positions to Secretary rank. Among them is Archana Varma, a 1995-batch AGMUT cadre officer and Mission Director of the National Water Mission under the Ministry of Jal Shakti. She is set to become Secretary of the Department of Official Language in the Ministry of Home Affairs following the retirement of Ansuli Arya on September 30, 2026.
B. Rajender, a 1995-batch Bihar cadre IAS officer, has been appointed Director of the Lal Bahadur Shastri National Academy of Administration with Secretary rank. He will succeed Sriram Taranikanti, who is retiring on July 31.
Chandra Bhushan Kumar, a 1995-batch AGMUT cadre officer, has been appointed Secretary in the Ministry of Labour and Employment, replacing Vandana Gurnani after her retirement later this month. In another change, Keshav Chandra has been named Secretary in the Ministry of Mines, taking over from Piyush Goyal.
Infrastructure Ministries Also Witness Leadership Changes
Within the Ministry of Housing and Urban Affairs, D. Thara, a 1995-batch Gujarat cadre IAS officer, has been elevated as Secretary of the Department of Capital Development after the upgradation of a vacant post. Satendra Singh, a 1995-batch Jharkhand cadre IAS officer currently serving in the Cabinet Secretariat, has been appointed Secretary of the Department of Urban Development.
The ACC has further approved the appointment of Suchindra Misra, a 1992-batch Indian Defence Accounts Service officer, as Secretary of the National Commission for Minorities with Secretary-level rank and pay.
Apart from these appointments, personal in-situ upgradations to the ranks of Special Secretary or Secretary have also been granted to Mritunjay Kumar Narayan, Santosh Kumar Yadav, Rajeev Singh Thakur and Dilip Kumar through temporary enhancement of their existing posts.
The latest administrative reshuffle is intended to strengthen governance across important ministries while ensuring continuity in leadership as several senior officials are scheduled to retire over the coming months.
