EducationReform – Prime Minister Narendra Modi has announced that the Union government is preparing a new law aimed at tackling examination paper leaks, describing the issue as a serious concern affecting millions of students and their families. In a video message released around midnight on Thursday, the Prime Minister said the draft legislation had been submitted to him and would be placed before the Union Cabinet for discussion on Friday, July 24.
Government Moves to Strengthen Exam Integrity
Addressing students and citizens, the Prime Minister acknowledged the emotional and academic impact of paper leak incidents, saying they have caused significant distress for candidates preparing for competitive examinations. He said the government had introduced several measures over the past two and a half months to improve the security and credibility of public examinations.
According to PM Modi, the proposed legislation represents another major step in ensuring fairness in the examination system and preventing similar incidents in the future.
Action Taken in NEET Paper Leak Case
Referring to the controversy surrounding the NEET examination, the Prime Minister stated that individuals accused in the paper leak case have already been arrested and are currently in jail. He said the government acted quickly to prevent students from losing an academic year by conducting a re-examination without unnecessary delay.
He added that authorities mobilised extensive resources to successfully organise examinations for nearly 22 lakh students across the country. With the results declared on July 19, he said the government was encouraged by the positive response from students but remained committed to taking additional steps to strengthen the examination process.
Fast-Track Courts to Speed Up Justice
The Prime Minister also announced that he had instructed government departments to establish a fast-track judicial mechanism for cases linked to examination paper leaks. He said officials worked late into the night to prepare the necessary proposal, which would now move forward through the approval process.
He further stated that the government intends to introduce the proposed legislation in Parliament on Monday during the ongoing Monsoon Session. The objective, he said, is to ensure quicker trials and strict punishment for those responsible for compromising examination systems.
Earlier Statement on Social Media
Earlier on Thursday, PM Modi addressed the issue publicly through a post on X, calling the future of young people the government’s highest priority. He said fast-track courts would help deliver timely justice and severe penalties to those involved in paper leak cases.
The Prime Minister also directed concerned ministries and officials to take all necessary measures to safeguard the interests of students. He reiterated that individuals attempting to undermine the future of the country’s youth would face firm legal consequences.
Political Reactions Continue
The announcement came amid growing public criticism over recent examination paper leak cases that triggered protests in Delhi. Demonstrations gained support from students, public figures and several political parties following allegations of police action against protesters at Jantar Mantar.
Opposition leaders, along with the Cockroach Janta Party (CJP), argued that the government’s latest announcement did not address their central demands, including fixing accountability for the controversy and seeking the resignation of Union Education Minister Dharmendra Pradhan.
Meanwhile, leaders from the Bharatiya Janata Party and several senior Union ministers welcomed the proposed legislation and the decision to establish fast-track courts. They described the move as an important step toward protecting the credibility of competitive examinations and restoring public confidence in the country’s examination system.
