Parliament – Lok Sabha Set to Address Key Pending Bills During Monsoon Session

Parliament – The Monsoon Session of Parliament is set to begin with the government focusing on a series of important legislative proposals, including the resolution of two pending bills that have remained under consideration from previous sittings.

The Eighth Session of the Eighteenth Lok Sabha is expected to give priority to the Foreign Contribution (Regulation) Amendment Bill, 2026, along with the Viksit Bharat Shiksha Adhishthan Bill, 2025. The education-related bill was introduced in the Lok Sabha on December 15, 2025, before being referred to a Joint Committee for further examination. Government officials have indicated that both measures are likely to feature prominently in the legislative schedule.

Government Plans to Introduce Additional Bills

Apart from revisiting the two pending proposals, the Centre is preparing to introduce five fresh bills during the session. Among them are the Income-tax (Amendment) Bill, 2026, and the Supreme Court (Number of Judges) Amendment Bill, 2026. These two legislations are intended to replace ordinances that are currently in force.

The government’s legislative programme also includes the Registration of Births and Deaths (Amendment) Bill, 2026, the Prevention of Insults to National Honour (Amendment) Bill, 2026, and the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026. Together, these proposals are expected to shape much of the parliamentary business over the coming weeks.

Opposition to Prepare Common Strategy

Opposition parties are also preparing for the session by holding a meeting of their leaders from both the Lok Sabha and Rajya Sabha on July 20, the opening day of the Monsoon Session. The gathering is expected to focus on developing a coordinated approach to the government’s legislative plans and identifying issues that the opposition intends to raise during the proceedings.

The Monsoon Session is scheduled to continue until August 13, providing several weeks for debate on legislation as well as discussion of national issues.

Congress Signals Resistance to Selected Bills

Congress leader Jairam Ramesh has indicated that his party will oppose the Delimitation Bill if it is brought back before Parliament. According to him, the proposed legislation had previously failed to secure the required two-thirds majority in the Lok Sabha, and the party would continue to resist its reintroduction.

Ramesh also stated that the Congress plans to challenge several other legislative proposals expected during the session. These include the Viksit Bharat Shiksha Adhishthan Bill, 2025, along with proposed amendments to the Foreign Contribution (Regulation) Act and the National Food Security Act, 2013.

All-Party Meeting Before Session Begins

Ahead of the formal commencement of Parliament, the government has called an all-party meeting on July 19. Such meetings are routinely held before every parliamentary session to encourage discussion between the government and opposition on the upcoming agenda.

The meeting is expected to begin at 11 a.m., during which the government will outline the bills it intends to introduce, while opposition parties are likely to present the issues they want debated during the session.

Major Issues Likely to Dominate Debate

Besides legislative business, Parliament is expected to witness discussions on several politically significant matters. The opposition is likely to raise concerns over the NEET-UG paper leak case and Defence Minister Rajnath Singh’s remarks regarding casualties during Operation Sindoor.

Political observers also expect intense debates during the session, particularly as some opposition parties have experienced internal divisions and organisational changes in recent weeks. Despite these developments, both the government and the opposition are preparing for an active parliamentary session with several important legislative and policy discussions on the agenda.

Earlier, Union Parliamentary Affairs Minister Kiren Rijiju confirmed that the Monsoon Session of Parliament will be held from July 20 to August 13.
