Cybersecurity – US Ambassador Nominee Prioritizes Cambodia Scam Crackdown and Regional Cooperation

Cybersecurity -Christopher Anderson, President Donald Trump’s nominee for the role of US ambassador to Cambodia, outlined his priorities during a Senate confirmation hearing on Thursday. He told lawmakers that shutting down cyber scam centres operating from Cambodia would be his foremost objective if confirmed. Alongside tackling online crime, Anderson said he would focus on strengthening relations between Washington and Phnom Penh while addressing strategic challenges in Southeast Asia.

Focus on Cyber Scam Networks

Speaking before the Senate Foreign Relations Committee, Anderson described online fraud networks as a major threat that has caused extensive financial losses to American citizens. He stressed that dismantling these criminal organisations would require close cooperation between the United States, Cambodian authorities, and regional partners.

According to Anderson, these scam operations have defrauded Americans of tens of billions of dollars. He pledged to work with law enforcement agencies and governments across the region to disrupt the networks responsible for the crimes and deliver measurable progress against cyber-enabled fraud.

Expanding the US-Cambodia Partnership

During the hearing, Anderson said he believes the relationship between the United States and Cambodia has improved significantly in recent years. He expressed confidence that Cambodia could become a stronger regional partner rather than a point of strategic concern.

He said his diplomatic approach would focus on expanding security cooperation, encouraging economic engagement, and strengthening partnerships across Southeast Asia. Anderson also credited President Donald Trump with helping facilitate a ceasefire between Cambodia and Thailand, describing the development as an opportunity to begin a new phase in bilateral relations.

Addressing China’s Growing Regional Presence

Lawmakers also questioned Anderson about China’s increasing influence in Cambodia. In response, he said consistent diplomatic engagement with Phnom Penh would be essential for maintaining regional balance and ensuring Cambodia retains strong relationships with multiple international partners.

He pointed to the Mekong-US Partnership as an important framework for supporting economic growth, environmental cooperation, and sustainable management of natural resources. Anderson also said the United States should continue working alongside countries such as Japan to advance development projects throughout mainland Southeast Asia.

Security Cooperation and Ream Naval Base

The confirmation hearing also covered security issues surrounding Cambodia’s expanded Ream Naval Base, which has attracted attention because of China’s involvement in its development.

Anderson said direct dialogue with Cambodian officials would be the most effective way to understand the future role of the naval facility. He noted that open discussions could help determine whether the base remains accessible to friendly nations, as Cambodia has maintained. He added that stronger engagement could also create opportunities for additional visits by US naval vessels in the future.

Encouraging Investment and Economic Stability

Anderson highlighted the importance of creating a stable and predictable business environment to attract greater investment from American companies. He said consistent engagement between both governments could improve investor confidence and strengthen commercial ties.

He also noted that recently concluded trade agreements and broader bilateral initiatives have the potential to support long-term economic cooperation and encourage more US businesses to explore opportunities in Cambodia.

Regional Cooperation Against Online Crime

Concluding his testimony, Anderson emphasised that eliminating cyber scam compounds would require coordinated action across several US government departments as well as close collaboration with international partners.

He said agencies including the State Department, the Department of Justice, and defence-related institutions would need to work together with allied governments to dismantle organised criminal networks. Anderson added that reducing the influence of these operations could also help curb human trafficking, which has been linked to many scam compounds operating across the region.
