DefenceFinance –  Vishvajit Sahay has officially taken over as Secretary (Defence Finance) in the Ministry of Defence, marking a significant transition in the department’s financial leadership. The appointment was confirmed through an official statement released by the ministry, noting that he assumed charge on May 1.

Experienced Officer Steps Into Key Role

A senior officer from the 1990 batch of the Indian Defence Accounts Service (IDAS), Sahay brings with him more than three decades of experience in handling complex financial and administrative responsibilities within the government. Before this elevation, he was serving as the Controller General of Defence Accounts (CGDA), a position that plays a crucial role in overseeing defence expenditure and financial accountability.

His academic background reflects a strong foundation, having studied at St. Stephen’s College under the University of Delhi, followed by a degree in law. This combination of academic training and administrative experience has shaped his long career in public service.

Extensive Career Across Government Departments

Over the years, Sahay has held several important positions across different ministries. His previous assignments include serving as Additional Secretary and Financial Adviser in the Department of Science and Technology, as well as Joint Secretary in the Department of Heavy Industries. He has also worked within the Ministry of Defence as Finance Manager in the Acquisition Wing, where he was involved in critical procurement processes.

In addition, he served as Director in the Ministry of Information and Broadcasting, showcasing his versatility across diverse government sectors. Within the Defence Accounts Department, his responsibilities have included roles such as Principal Controller of Defence Accounts (Pensions) in Prayagraj, along with positions like Joint CGDA and Special CGDA.

International Exposure and Training

Sahay’s professional journey also includes participation in international training programmes and forums. He has represented India at institutions such as the University of Cambridge in the United Kingdom and the George C. Marshall European Centre for Security Studies in Germany. These engagements have contributed to his understanding of global financial systems and strategic governance practices.

Officials believe that his wide-ranging experience, both domestic and international, will play a vital role in strengthening financial planning and policy execution within the defence sector.

Focus on Strengthening Financial Governance

The Ministry of Defence has expressed confidence that Sahay’s appointment will enhance financial management and improve strategic decision-making processes. His familiarity with defence budgeting, procurement systems, and audit frameworks is expected to support more efficient allocation and monitoring of resources.

The role of Secretary (Defence Finance) is central to maintaining fiscal discipline while ensuring that operational requirements of the armed forces are met effectively. Sahay’s track record suggests a balanced approach between financial prudence and operational needs.

Leadership Change at Controller General of Defence Accounts

Alongside this development, Anugraha Narayana Das has taken charge as the new Controller General of Defence Accounts, succeeding Sahay in the role. A 1991-batch IDAS officer, Das officially assumed his responsibilities on the same day.

Das is an alumnus of Utkal University in Bhubaneswar and has also studied at the ICPE, University of Ljubljana in Slovenia. His career includes significant contributions in areas such as procurement policy, auditing systems, budgeting, and expenditure tracking.

Strong Background in Policy and Oversight

During his tenure in various roles, Das has led initiatives aimed at improving transparency and efficiency in defence financial operations. His training at reputed institutions, including IIM Bengaluru and Duke University, has further strengthened his expertise in financial management and policy design.

The ministry highlighted that his experience will be valuable in maintaining robust audit systems and ensuring accountability in defence spending.

A Period of Transition and Continuity

These appointments mark an important phase of leadership transition within the defence finance framework. With both officers bringing extensive experience and institutional knowledge, the Ministry of Defence aims to maintain continuity while enhancing efficiency in financial governance.

The changes are expected to support ongoing reforms and ensure that financial systems remain aligned with the evolving needs of India’s defence sector.
