SmartCity – Delhi LG Reviews Heatwave Plan and Urban Governance Systems
SmartCity – Delhi Lieutenant Governor T.S. Sandhu on Tuesday assessed the capital’s preparedness for the summer season during a visit to the Integrated Command and Control Centre (ICCC) located at the New Delhi Municipal Council headquarters, according to officials.

Focus on Technology-Driven Civic Management
During the inspection, the Lieutenant Governor examined the Summer Action Plan, which outlines strategies to address rising temperatures and associated challenges. He appreciated the ICCC’s role as a central hub for managing multiple urban services through advanced technology.
In a message shared on social media, Sandhu described the ICCC as a crucial digital backbone for the city. The centre integrates several civic functions using Internet of Things (IoT)-based systems, including water supply monitoring and environmental tracking. He noted that such a model could serve as a reference for other cities aiming to improve service delivery through technology.
Emphasis on Replicable Urban Models
Highlighting the broader relevance of the system, Sandhu said the approach adopted in Delhi has the potential to be implemented in urban local bodies across India. According to him, integrating real-time data and coordinated management can significantly enhance efficiency in public services.
He also underlined the importance of Delhi in the country’s long-term development vision. As India progresses toward becoming a developed nation, the national capital is expected to play a leading role in demonstrating effective governance models.
Need for Strong Ground-Level Execution
While acknowledging the benefits of digital systems, the Lieutenant Governor stressed that technology alone cannot address all challenges. He pointed out that successful implementation depends on effective action at the ground level.
Particular attention, he said, must be given to protecting vulnerable populations and frontline workers during extreme weather conditions such as heatwaves. Ensuring their safety remains a key priority for the administration.
Address at Indraprastha College Highlights Women’s Empowerment
Earlier in the day, Sandhu attended the 102nd Foundation Day celebration of Indraprastha College for Women, where he spoke about the importance of women’s empowerment in national development.
Referring to the broader vision of inclusive growth, he said that progress is incomplete without equal opportunities for women. He expressed appreciation for the students of the institution, noting their role in shaping a modern, knowledge-based society led by women.
