Heatwave – Odisha Plans Dedicated Relief Centres To Tackle Rising Summer Temperatures

Heatwave –  Odisha is preparing to introduce a new system of heatwave relief centres as part of its efforts to manage rising temperatures and protect vulnerable populations during the summer season.

The state government is considering setting up specially designed facilities in areas that regularly experience intense heat. The proposal was outlined by Revenue and Disaster Management Minister Suresh Pujari during a media briefing in Bhubaneswar on Tuesday. These centres are expected to function similarly to existing cyclone and flood shelters, offering immediate support during extreme weather conditions.

Proposal Focuses on Public Safety During Peak Heat

According to the minister, the proposed centres would provide essential services such as drinking water, shaded resting areas, and basic amenities for people exposed to high temperatures. Travellers, daily wage workers, and others who spend long hours outdoors are expected to benefit the most from these facilities.

Officials are scheduled to meet later in the day to discuss the plan in detail. A final decision regarding the construction and rollout of these centres may follow soon after the discussions. If approved, the government aims to begin implementation within the current year.

Targeting High-Temperature Zones First

The initial phase of the project is likely to focus on regions where temperatures frequently approach or exceed 40 degrees Celsius. Authorities are identifying key locations where footfall is high and access to shelter is limited.

The minister noted that the initiative will be expanded gradually to cover more districts facing similar conditions. This phased approach is expected to allow the administration to assess effectiveness and make improvements before scaling up the project across the state.

Part of Broader Disaster Preparedness Strategy

Odisha has long dealt with multiple weather-related challenges, including cyclones, floods, and heatwaves. The proposed centres are being viewed as an extension of the state’s existing disaster management framework.

Officials pointed out that similar facilities have already been introduced in some regions of the country, offering a reference model for Odisha’s plan. By integrating heatwave response into its disaster preparedness strategy, the government aims to address the growing risks associated with climate change.

Measures Already in Place to Reduce Heat Exposure

Alongside the proposed centres, the state has implemented several preventive measures to reduce heat-related risks. Outdoor labour activities have been restricted between 11 a.m. and 3 p.m., which is typically the hottest part of the day. This directive is aimed at safeguarding workers from prolonged exposure to extreme temperatures.

In mining areas, steps have been taken to improve working conditions by installing water sprinklers to lower ambient heat levels. Authorities are also regulating the movement of goods and transport operations during peak afternoon hours to minimize risks for workers and drivers.

Adjustments in Schools and Childcare Services

Educational institutions have also been instructed to modify their schedules to avoid peak heat periods. Schools are shifting timings to ensure students are not exposed to harsh sunlight during midday hours.

Similarly, Anganwadi centres are being closely monitored to maintain safe conditions for children. Officials are ensuring that these facilities remain equipped to handle the challenges posed by high temperatures.

Rising Temperatures Prompt Urgent Action

State authorities have acknowledged a steady increase in temperatures over recent years, not only in Odisha but across the country. This trend has led to a stronger emphasis on preparedness and early intervention.

The government maintains that it is fully equipped to manage the situation but recognizes the need for additional infrastructure to support people during extreme weather events. The proposed heatwave relief centres are expected to play a crucial role in this effort.
