Education – Delhi Survey Reveals Learning Gaps Among School Students
Education – A recent assessment carried out in September 2025 has brought attention to significant gaps in basic literacy and numeracy skills among nearly 7.5 lakh students studying in Classes 1 to 8 across Delhi. The findings, published in the Economic Survey 2025–26, highlight ongoing challenges in foundational education and the urgent need for structured academic support.

Student Performance Categorised Into Four Learning Levels
Based on the evaluation, students have been grouped into four distinct categories: beginner, emerging, progressive, and proficient. This classification aims to better understand individual learning levels and tailor teaching methods accordingly. Education authorities have begun introducing targeted academic interventions designed specifically for each category, ensuring that no student is left behind due to foundational gaps.
To support this effort, readiness modules have been developed by the State Council of Educational Research and Training. These modules are now being implemented for students from Classes 2 to 8, particularly after the completion of mid-term examinations. The initiative falls under the broader NIPUN Sankalp programme, which focuses on strengthening core academic skills at an early stage.
Expansion of Digital and Library Infrastructure
The survey also outlines plans to enhance school infrastructure, particularly in libraries. In the current academic year, 125 school libraries are set to undergo upgrades. These improvements will include the installation of 20 digital devices in each library, along with headphones, a digital kiosk, and charging facilities. The move is intended to encourage digital learning and improve access to educational resources for students.
In addition to library upgrades, the government is working towards setting up 8,777 smart classrooms by the end of March. These classrooms are expected to integrate technology into everyday teaching, making lessons more interactive and accessible. Officials believe that this step will play a crucial role in improving overall student engagement and learning outcomes.
Coaching Support for Competitive Examinations
Another key initiative highlighted in the survey is the provision of structured coaching for competitive exams under the Mahamana Pandit Madan Mohan Malviya Vidya Shakti Mission. The programme aims to support 2,200 students each year by providing them with guided preparation and academic resources.
Importantly, the scheme includes a dedicated focus on gender inclusion, with 350 seats reserved specifically for girls. This measure is expected to encourage greater participation of female students in competitive academic opportunities and help bridge existing gender gaps in higher education access.
Continued Focus on Inclusive Education
The Directorate of Education has maintained its emphasis on inclusive education, particularly for children with disabilities. In 2025, a total of 879 children with severe or profound disabilities were enrolled in home-based education programmes. These initiatives ensure that students who are unable to attend regular schools still receive quality education tailored to their needs.
Efforts have also been made to bring out-of-school children back into the formal education system. According to the survey, 286 such children were successfully mainstreamed into schools during the year. Additionally, a functional curriculum designed for children with intellectual disabilities has been introduced in 100 schools, further strengthening inclusive education practices.
A Step Towards Strengthening Foundational Learning
The findings of the Economic Survey underline the importance of early intervention in education. By identifying learning gaps and implementing targeted programmes, the government aims to improve foundational skills among students. The combination of academic support, infrastructure development, and inclusive policies reflects a comprehensive approach to addressing challenges in the education system.
While the initiatives are still in the early stages of implementation, their success will depend on consistent monitoring and effective execution. The focus on foundational literacy and numeracy is expected to play a key role in shaping long-term academic outcomes for students across Delhi.
