Security – The administration in Jammu and Kashmir has initiated a formal inquiry into a recent encounter in Ganderbal district after serious concerns were raised by the family of the deceased.

Lieutenant Governor Manoj Sinha on Friday directed a magisterial probe into the incident that took place in Arhama village. The move follows allegations that the individual killed during the operation was not a militant, as initially claimed, but an unarmed civilian. Authorities have assured that the investigation will be conducted fairly and conclusions will be based strictly on verified facts.

Inquiry Ordered With Strict Timeline

According to official instructions, the District Magistrate has been assigned to carry out a comprehensive examination of the encounter. The officer has been asked to submit a detailed report to the Home Department within a week. The Lieutenant Governor emphasized that all aspects of the case, including operational details and identification procedures, will be carefully reviewed to ensure accountability.

The decision comes amid growing public attention and calls for transparency in handling such incidents.

Family Disputes Official Version

The controversy began after the family of Rashid Ahmad Mughal, a 28-year-old resident of the Lar area in Ganderbal, rejected claims made by security forces. Officials had stated that a militant was neutralized during a cordon and search operation conducted earlier this week.

However, the family strongly denied any connection between Rashid and militancy. His brother, Aijaz Ahmad Mughal, recounted that Rashid had left home on the morning of March 31 but did not return. Efforts to reach him failed as his phone was switched off.

Later, Aijaz said he was informed by a police officer that his brother had been involved in an accident. He was subsequently taken to Srinagar, where he identified Rashid’s body, which reportedly had multiple bullet wounds.

Concerns Over Handling of the Body

The family has also raised concerns about the handling of Rashid’s remains. They allege that the body was not returned to them and was instead buried in a graveyard in north Kashmir without their consent.

They have demanded that the body be handed over so that proper last rites can be performed. Additionally, they have called for the registration of a formal case against those responsible, pending the outcome of the investigation.

Background of the Deceased

Family members described Rashid as a well-educated individual who held a Master of Commerce degree. According to them, he was actively involved in assisting locals with administrative work, including documentation such as domicile certificates.

They questioned the official narrative, pointing out that security forces had access to their area and could have detained him if there had been any suspicion. The family also mentioned that another member had previously lost his life to militant violence years ago, highlighting their lack of association with such activities.

Political Reactions Call for Transparency

The incident has drawn responses from political leaders, who have stressed the importance of an impartial investigation. Chief Minister Omar Abdullah stated that the concerns raised by the family deserve serious attention and should not be dismissed without scrutiny.

He underlined the need for a transparent and time-bound probe, warning that any delay or lack of clarity could erode public trust. According to him, maintaining credibility is essential in sensitive matters involving civilian lives.

Former Chief Minister Mehbooba Mufti also expressed doubts about the official account. She pointed to inconsistencies in statements regarding the identity of the deceased, noting that initial claims described him as a foreign militant before later referring to him as a local individual with alleged links to militancy.
