Security – Madhya Pradesh to Build Advanced Counter-Terror Training Facility Near Bhopal
Security – The Madhya Pradesh government has announced plans to establish a high-tech training centre dedicated to strengthening the state’s response to terrorism and security threats.

The new Counter Terrorist Group (CTG) training facility will be developed in Tumda village, located on the outskirts of Bhopal. Chief Minister Dr Mohan Yadav made this announcement after attending a National Security Guard (NSG) demonstration and inaugurating a joint training programme for state police personnel at Lal Parade Ground on Monday.
Project Details and Investment Plan
According to the Chief Minister, a detailed project report worth Rs 200 crore has already been prepared for the initiative. The project aims to modernize the state’s CTG capabilities and provide comprehensive training infrastructure. Work on the facility is expected to begin soon, marking a significant step in enhancing the preparedness of the state police.
The proposed centre is expected to incorporate advanced technologies and modern training modules designed to address evolving security challenges. Officials believe the facility will serve as a long-term investment in strengthening law enforcement capabilities.
Strategic Importance for National Security
Madhya Pradesh’s central location within India adds to the strategic value of the upcoming training centre. Authorities have indicated that the facility could play a broader role in national security by supporting coordinated efforts across states.
The centre is expected to prepare police personnel not only for terror-related incidents but also for emergency situations and disaster response. By improving readiness levels, the government aims to ensure faster and more effective action in critical situations.
Modelled on Elite Training Institutions
Sources familiar with the project revealed that the new CTG training centre will be developed along the lines of established elite institutions such as the NSG training hub in Manesar and the Greyhound training centres in Andhra Pradesh and Telangana.
Teams from the Madhya Pradesh Police have already visited these facilities to study their structure, training methods, and operational standards. Insights from these visits are expected to guide the design and functioning of the new centre.
Focus on Specialized Police Units
The training centre will primarily cater to specialized units within the state police, including the Anti-Terror Squad (ATS), Special Task Force (STF), and Special Armed Force (SAF). Quick Reaction Teams (QRTs) and commando units will also undergo advanced training at the facility.
In addition, there are plans to extend training opportunities to police units from other states, potentially making the centre a regional hub for counter-terrorism training.
Addressing Emerging Threats
Officials have highlighted that the facility will focus on tackling modern security challenges such as urban insurgency, extremist networks, and lone-wolf attacks. These evolving threats require advanced skills, coordination, and real-time response capabilities.
The establishment of the centre is also expected to reduce the state’s reliance on external institutions like the NSG training facility in Manesar for specialized training programmes.
Recent Security Concerns
Although Madhya Pradesh has generally maintained a reputation for stability, recent cases involving modules linked to international extremist organisations have raised concerns. Incidents involving groups such as Hizb-ut-Tahrir and Jamaat-ul-Mujahideen Bangladesh in and around Bhopal have underlined the need for stronger preparedness.
Authorities believe that enhancing training infrastructure will help address these emerging risks more effectively.
Ongoing Training Initiatives
At the event, Director General of Police Kailash Makwana stated that the joint training programme between the NSG and Madhya Pradesh Police will continue from April 7 to May 4. During this period, personnel will be trained in multiple areas, including counter-attack strategies and operational techniques.
NSG Director General B Srinivasan also noted that thousands of personnel from across the country have already benefited from NSG training programmes. He emphasized that continuous innovation in training methods is essential to keep pace with evolving threats.
